Deriving collaborative aims and outcomes: A case-study of cross-border cooperation in Central and Eastern Europe
This article draws on a study of cross-border cooperation in Central and Eastern Europe to examine the ways in which common aims are derived in collaborative ventures. It identifies that a lack of clarity can emerge as aims can be variously derived, belong to a single agency or be owned by individual actors. Aims may also be externally imposed by funding bodies. Aims can be explicit and thus open to evaluation or either assumed or hidden, neither…
Metaphors of Governance in Central and Eastern Europe: Multi-level, Asymmetrical or Variable Geometry
Theories of multi-level and network governance have been applied to changes derived from processes of Europeanisation. These theories reflect vertical and horizontal interdependencies which may erode the power of the central state vis-à-vis supra-national and regional layers of governance. This paper suggests that through the enlargement process institutional adaptation has been uneven and led to the creation of a democratic deficit. It suggests …
Borders at the edge of the enlarged European Union: Barriers or Bridges
English Borders and borderlands are traditionally seen as barriers. The enlargement of the European Union has changed the nature of borders with some internal borders becoming ‘softer’ and new external borders ‘harder’. This article is a study of the contextual background of transnational collaboration across such changing borders in South East Europe. It identifies trends such as transnational funding programmes and the role of minority ethnic g…
Battling for the regions: Local government policy networks and the reform of the european structural funds
The recent reform of the European Structural Funds led to a wide‐ranging set of lobbying activities on the part of UK regions which felt their previous allocations were likely to be threatened. Much of this activity took place through existing networks or alliances of networks at a national and transnational level. This paper examines the issues at stake in the reforms, the attitudes of the networks to those issues and the need for networks to ha…

Money, Finance and Global Macroeconomics: UNCTAD in the 1970s and 1980s
It has always been understood that UNCTAD has to give attention to questions of money and finance as well as trade; it has initiated important proposals in this field despite its lack of operational powers. The role of financial resource flows in economic development has been heightened and transformed in the 1980s by the debt crisis. UNCTAD now has to work to promote measures for repairing the damage done to developing countries by the experienc…
Voluntary Action: A Stalking Horse for the Right
Support for voluntary action has become a major part of the Conservative Party's social policy. This article identifies the range of action undertaken in the 'voluntary sector' of the social services. Conservative policy is examined through the statements of leading politicians over recent years. These are related to ideological differences within the Conservative Party and an attempt is made to assess the way in which these policy statements hav…
