“I am a Child!”: Public Perceptions of Black Girls and their Punitive Consequences
How do race and gender stereotypes affect public support for the punishment of Black girls? Across the USA, Black girls are suspended, expelled, arrested, and detained by educational and criminal justice institutions at disproportionate rates. Despite this, there is little research in political science investigating what drives this phenomenon. The Cost of Participating while Poor and Black: Toward a Theory of Collective Participatory Debt
How do resource-poor Black populations participate in the policy process? And what are the interpretive impacts of their participation? Using multiyear qualitative data on mass school closures in two large U.S. cities—in which nearly 90% of the population targeted were Black and low-income—I investigate how 1) the school district and local organizations provide resources for those affected to participate in the policy process; 2) affected partici…
Who Governs? How Shifts in Political Power Shape Perceptions of Local Government Services
What factors influence citizens’ perceptions of local government services? To answer this question, we examine citizens’ perceptions of public education in post-Katrina New Orleans. Following Hurricane Katrina, New Orleans began to transform most of its traditional public schools into charters. Although studies show that test scores have improved since the mass adoption of charters post-Katrina, surveys show that most Black citizens in New Orlean…
Achievement Oriented: Developing Positive Academic Identities for Girl Students at an Urban School
The link between noncognitive skills and achievement is well established. There is much less evidence on how these skills are developed and transmitted to students, especially as it relates to girls that attend nonelite schools in non-Western settings. Drawing on insights from girl students attending an urban school in Ghana, this paper illustrates the role of school contexts in facilitating the development of noncognitive skills, namely, achieve…
