  • Problem structuring, wrong-problem problems and metagovernance as the strategic management of intractable positions

Open Access•Ruth Hoppe, Robert Hoppe et al.•ARTICLE•Public Policy and Administration•2024•Cited by: 1•References: 43

Analyses of ‘wicked problems’ often lead to recommendations for collaborative governance as a metagovernance solution. The case of deadlocked European Union genetically modified crop authorization processes offers a good example. However, the stalemate is not the result of the inherent ‘wickedness’ of the problem posed by the risk of genetic modification technology applied to agricultural production of food and feed. Rather, the policy lock-in re…

  • Heuristics for practitioners of policy design

    Open Access•Ruth Hoppe, Robert Hoppe•ARTICLE•Public Policy and Administration•2018•Cited by: 5•References: 34

This article is an attempt to bridge the divide between academics and practitioners. Informed by both design theory and the reality of policy work, its focus is on ‘problems’. From a practitioners’ perspective, policy design is both an intellectual and political process, an inevitable oscillation between ‘puzzling’ and ‘powering’, in which ‘messy’ or unstructured problems are re-structured from problems as webs of ‘undesirable situations’ to prob…

  • Tales of accountability

Open Access•Jesper Katomero, Ruth Hoppe et al.•ARTICLE•The Journal of Modern African…•2017•Cited by: 1•References: 22

The hallmark of accountability in a democracy centres on the way the elected parliament holds the executive to account. If the parliament does not perform its oversight role effectively, lower authorities would have fewer incentives to do the same vis-à-vis local executives. In this article we therefore ask whether or not different meanings of accountability can be discerned amongst Tanzanian Members of Parliament (MPs). In our Q-method research …

  • Working for Policy

    Open Access•T A P Metze, H Colebatch et al.•EDITOR•BOOK•Working for policy•2010

There are now many people involved in 'making policy', but there is not a great deal written about how they do it. Most of the books on policy tend to refer obliquely, if at all, to the actual practice of policy work, and offer little guidance to policy workers or students of policy. 'Policy work' seems to be something that you learn on the job. This book addresses directly the nature of policy work. It blends academic and experiential knowledge …
