MacIntyre in Ecological Political Thought
Should a political theory of the human-animal relationship draw on Aristotelian modes of thought such as those developed by Alasdair MacIntyre? Might this approach open possibilities that remain inaccessible to some dominant perspectives? In light of the growing concern within ecological discourse to move beyond dualistic frameworks, this article examines MacIntyre’s conception of the proximity between human and nonhuman animals as a promising si…
The Nature and Politics of Talent in West Germany, 1950-1970
The article examines shifts in West German understandings of talent (Begabung) from 1950 to 1970. It analyzes debates about school and education reforms and explains how politicians, education reformers, and business representatives moved away from strict hereditarian understandings of talent to assumptions that there were significant talent reserves among socially disadvantaged sectors of the population that could be mobilized for the benefit of…
Women Doctors in Weimar and Nazi Germany
The title Women’s Doctors in Weimar and Nazi Germany might suggest that Melissa Kravetz has written a rather conventional history about a minority within the German medical profession. But this book is about much more than that. This original and thoughtful study analyses the experience of women doctors to ask fundamental questions about the opportunities and limits of women’s careers and agency in two very different political systems. In doing s…

Heather R. Perry. Recycling the Disabled
In the last two decades, historians have produced a number of studies on war-related disabilities during World War I. For example, Paul Lerner’s Hysterical Men: War, Psychiatry, and the Politics of Trauma in Germany, 1890–1930 (2003) addresses issues of war hysteria, and Sabine Kienitz’s Beschädigte Helden: Kriegsinvalidität und Körperbilder 1914–1923 (2008) looks at physically disabled soldiers in Germany. Heather R. Perry extends the discussion…
Constitutional Therapy and Clinical Racial Hygiene in Weimar and Nazi Germany
The paper examines the history of constitutional therapy in Weimar and Nazi Germany. Focusing on Walther Jaensch's "Institute for Constitutional Research" at the Charité in Berlin, it shows how an entrepreneurial scientist successfully negotiated the changing social and political landscape of two very different political regimes and mobilized considerable public and private resources for his projects. During the Weimar period, his work received f…

Middle class and welfare state – discursive relations
Within current public, political and academic debates, ‘the middle class’ functions as a major point of reference for assessing societal developments, welfare arrangements and even the society as a whole. However, by identifying the middle class with quantitative indicators and methods stemming from social structural analysis, it is largely neglected that class structures are social artifacts. By contrast, in this forum contribution, we want to p…
Urban Problem Discourses
Despite the insistence in interpretive policy analysis that the discursive construction of problems must be understood in terms of their historical and spatial context, it remains an open question how cities provide such a context. We argue that cities as a distinct form of sociation enable certain (discursive) actions, while restricting others. Taking both the interest of interpretive policy analysis in the social construction of political reali…
Mirror of the state or independent image? – Conceptual perspectives on the question of a legitimacy shift to the output dimension in local democracy
This contribution discusses the theoretical and conceptual implications of asking about the legitimacy of local democracy and the relevance of discussing ‘performance legitimacy’. The role of local government in generating or undermining democratic legitimacy is ambivalent. It is questionable whether there can be something like a genuine legitimacy of local government at all, considering its subordinate and functionalised role in the modern (welf…

Haupt…

Okonomische Effizienz und gesellschaftlicher Ausgleich
Efficiency, productivity and social cohesion—in a society recovering from war and torn by social conflict these were important goals for business leaders and politicians alike. In her habilitation thesis, Katja Patzel-Mattern sets out to examine Psychotechnik as a technology of corporate governance and social policy during the Weimar Republic. Promoters of psycho-technics claimed to be able scientifically to diagnose the psychological traits of w…

Urban Leadership and Community Involvement
The article asks how political leadership and community involvement together can contribute to legitimate and effective policy making in the context of urban governance. Particularly, the question is discussed if the interplay between both increases capacities for governing localities. Conceptually, this is based on Jessop’s assumption that every mode of coordination is failure prone and that there is a need for enduring “metagovernance.” The con…

Karl Brandt
Karl Brandt was Hitler's escort physician and a member of the dictator's innermost circle. He was one of the most important people behind the Nazi euthanasia programme, and together with the chief of staff of the Chancellery of the Führer, Philipp Bouhler, was primarily responsible for the killings of tens of thousands of disabled children and adults from 1939 onwards. With Hitler's support, Brandt took on increasingly powerful roles in the Nazi …

Sports in the Human Economy
In 1926, the President of the German Reich Committee for Physical Exercise ( Deutscher Reichsausschuss für Leibesübungen , or DRAL) Theodor Lewald discussed the significance of sports for the German economy and national health in a presentation to the Berlin Chamber of Industry and Commerce. Lewald deplored the physical state of the German population as a consequence of the lost war. Two million of the physically and mentally strongest German men…

Different concepts of local democracy imply different tasks, functions and reform strategies for local political leadership. This article draws a map of local democracy that entails four non-exclusive components: representative democracy, user democracy, network democracy and participatory democracy. After reflecting on the nature of local democracy in governance and the functions of political leadership generally, the article considers in turn t…

Gender and Aesthetic Norms in Popular Hygienic Culture in Germany from 1900 to 1914
The paper concerns the construction of gender norms in popular hygienic literature at the turn of the century. It argues that the formulation of aesthetic gender norms for women's and men's bodies was a response to social developments which were perceived as a threat to the middle-class ideology of separate spheres for the sexes. Concerns about the blurring of gender distinctions were expressed in the aesthetic idiom of the educated middle class.…
