Impact of the Covid-19 pandemic on health care utilization for commercial and Medicaid beneficiaries with opioid use disorder
Introduction We sought to examine how COVID-19 affected opioid use disorder (OUD)-specific health care utilization for insured individuals with preexisting OUD during the first year of the pandemic
Knowledge, Attitude, and Practices Toward Tuberculosis Among Hospital Outpatients in Kabul, Afghanistan
Background Tuberculosis (TB) is a high-burden respiratory infectious disease. There was a sharp decline in the number of confirmed TB cases during the pandemic; this is likely to be influenced by the COVID-19 pandemic response, with under-reporting due to resource diversion. There are typically 13,000 tuberculosis-associated deaths in Afghanistan annually, with significant problems posed by drug-resistant TB. Method A cross-sectional descriptive …
Declining memberships and Australia’s political party registration test
In recent decades, membership of established parties in parliamentary democracies such as Australia has been in marked decline. This has been accompanied by the regulation of political parties, featuring membership tests for the registration of non-parliamentary parties. This article raises questions about both the legality and democratic credentials of the ‘membership testing process’ applied by the Australian Electoral Commission (AEC)
Rationale, experience and ethical considerations underpinning integrated actions to further global goals for health and land biodiversity in Papua New Guinea
The SURFACES project is integrating action on good health and wellbeing [Sustainable Development Goal (SDG) 3] and conservation of life on land (SDG 15) in the threatened rainforests of Papua New Guinea (PNG), and mapping evidence of similar projects worldwide. Our approach is framed by Planetary Health, aiming to safeguard both human health and the natural systems that underpin it. Our rationale is demonstrated through a summary of health needs …
The Effects of Medicare Accountable Organizations on Inpatient Mortality Rates
Studies have linked Accountable Care Organizations (ACOs) to improved primary care, but there is little research on how ACOs affect care in other settings. We examined whether Medicare ACOs have improved hospital quality of care, specifically focusing on preventable inpatient mortality. We used 2008-2014 Healthcare Cost and Utilization Project hospital discharge data from 34 states' Medicare ACO and non-ACO hospitals in conjunction with data from…
Australia’s anti-democratic ‘foreign interference’ Bills
A package of five Bills to criminalise any involvement in ‘foreign interference’ in Australian political and economic life is aimed, in particular, against China, as Prime Minister Malcolm Turnbull made clear in his second reading speech. Despite amendments made before the Bills were passed, they have profound implications for free speech and political dissent. This article describes features of the Bills and argues that they should be scrapped b…
Asio’s ‘official history’
The Secret Cold War, Volume 3 of the official history of the Australian Security Intelligence Organisation (ASIO), leaves many unanswered questions, particularly about the 1978 Sydney Hilton Hotel bombing and the ongoing lawlessness of ASIO’s activities. These questions undermine the central claim of Volume 3, that ASIO has become a reformed and accountable agency, shedding the notorious record of politically motivated surveillance, victimisation…
Emergency Powers in Theory and Practice
Why have the early years of the 21st century seen increasing use of emergency-type powers or claims of supra-legal executive authority, particularly by the Western countries regarded as the world's leading democracies, notably the United States? This book examines the extraordinary range of executive and prerogative powers, emergency legislation, martial law provisos and indemnities in countries with English-derived legal systems, primarily the U…

Evgeny Pashukanis
A thorough examination of Pashukanis’ writings, this book is a significant contribution to a proper assessment of Pashukanis’ work, the value of his theoretical legacy and the contemporary relevance of Marxist legal theory. Interest in the best-known Soviet legal scholar, Evgeny Pashukanis, remains widespread and his work retains considerable relevance. His writings provide a rich source of material on the Marxist theory of law and the state, as …
