    Recent years have witnessed a shameful neglect of the first decades of American independence by students of American foreign relations. The Society for Historians of American Foreign Relations's (SHAFR) annual conferences include just a handful of pre–Civil War papers, often packaged in a grab-bag of otherwise unconnected topics.
