The ‘grow it all’ consensus
Green dreams or fossil schemes? Mapping Canada's green growth policy-planning network
Green growth is a leading framework and project for addressing climate change. While social science research has challenged the possibility of green growth and the proposed means of achieving it, less work has examined the actors and business sectors that define, support and mobilize the project in different regions. Employing a neoGramscian lens and using tools of social network analysis and content analysis, this paper maps a green growth polic…
Think tanks and climate obstruction
This paper provides a longitudinal social network and content analysis of Canadian think tanks affiliated with the Atlas network, analyzing their efforts to obstruct climate action over the last two decades. Network analysis reveals extensive and deepening board interlocks and joint memberships between these think tanks and the fossil fuel industry, other policy-planning organizations within and beyond Canada, and academic institutions. Consisten…
Building a new environmentalism
This study provides a content and frame analysis of the news media advocacy of prominent environmental non‐governmental organizations (ENGOs) in Canada. We find that these organizations have an important voice in shaping how climate change is framed in news media, but that ecological modernization frames and narratives, which avoid issues of power, conflict, and social‐transformative change, are dominant. Core elements of this discourse are conte…
Defending “Canadian Energy”
This paper provides a content and discourse analysis of the Facebook activity of pro-fossil fuel advocates in Canada, including industry-funded and independent groups. It explores how the fossil fuel industry and its allies have reacted to growing public demand for climate action by adopting a “subsidised public strategy,” in which elites provide stakeholders with resources to participate in an organized campaign. We argue that pro-oil advocacy g…
Planning and the Ecosocialist Mode of Cooperation
Economic planning, Nicolas Graham writes, was not, perhaps a major theme in Capital. However, Marx's understanding of such planning—as yet unrealized societal capability—yields great insight into how we might reorient modes of production toward cooperation and coordination. "Despite bourgeois and neoliberal ideology," he writes, "planning is both an urgent necessity and a liberatory potentiality
Canada's Lobbying Industry
This article provides an empirical overview of federal lobbying in Canada, examining lobbying contacts by field and sector from 2011 to 2022. We track shifts in lobbying representation over this period, including across Harper Conservative and Trudeau Liberal administrations. The study reveals the dominance of business interests in lobbying in Canada and a high level of lobbying concentration. By sector, export-oriented industries with high envir…
Fuelling the Subsidized Public
Background: This article explores the Facebook communications of Canadian oil and gas advocacy organizations, including industry-funded and nominally independent groups. Analysis: These groups are analyzed as producers of “subsidized publics,” with elites providing supporters with resources that enable them to take political action on industry’s behalf. A social network analysis maps how they link supporters with information from diverse sources,…
Mapping the environmental field
In mobilizing funds that selectively support non-profits, foundations shape the political field. This study maps the funding relationships between foundations, ENGOs and think tanks in Canada and considers the implications for environmental politics. We examine foundation funding for different strains of environmental politics and policy-planning and consider how ENGOs and think tanks are clustered as communities within a foundation-centred suppo…
Fossil knowledge networks
Using a social network analysis, this paper maps the institutional architecture that supports research and development (R&D) aimed at “greening” the fossil fuel industry in Canada. It traces the production of this research through a cluster of industry-university-state research institutes and centres, demonstrating the centrality of fossil fuel firms in these networks. The paper considers how the networked infrastructures supporting carbon-extrac…
Carbon Capital's Political Reach
This paper provides a network analysis of federal lobbying in Canada by the fossil fuel industry over a seven-year period from January 4, 2011 to January 30, 2018, enabling a comparative examination of lobbying under the Harper Conservatives and the Trudeau Liberals. The network we uncover amounts to 'small world' of intense interaction among relatively few lobbyists/firms that control much of this economic sector and the designated public office…
Forces of Production, Climate Change and Canadian Fossil Capitalism
Listen to the podcast! In Forces of Production, Climate Change and Canadian Fossil Capitalism, Nicolas Graham reinterprets the concept of forces of production from an ecological standpoint and in the context of the deepening climate crisis. He argues that ecological knowledge itself, as well as associated developments in renewable energy technology and green infrastructure, represent advancements in productive forces. However, such "green product…
Foundations, Engos, Clean-Growth Networks and the Integral State
Clean-growth' has been embraced by a professionalized segment of environmentalism as a project that aspires to meet Canada's international climate commitments while supporting a robust rate of capital accumulation. This study situates clean growth within the network that reaches from Canadian foundations that are major donors, to the clean-growth ENGOs that receive the funds, and to other relevant civil-society, state and capitalist organizations…
Canadian Fossil Capitalism, Corporate Strategy, and Post-Carbon Futures
This study investigates the relationship between the carbon extractive sector in Canada and renewable energy development. Specifically, it examines the strategies employed by Canadian carbon-capital firms to shape and control alternative energy and considers if we are witnessing signs of "transition capture" as some oil, gas, and coal firms invest in a gradual shift toward "climate capitalism." I investigate first, investments by large Canada-bas…
The Corporate Elite and the Architecture of Climate Change Denial
This study employs social network analysis to map the Canadian network of carbon-capital corporations whose boards interlock with key knowledge-producing civil society organizations, including think tanks, industry associations, business advocacy organizations, universities, and research institutes. We find a pervasive pattern of carbon-sector reach into these domains of civil society, forming a single, connected network that is centered in Alber…
Ecological Forces of Production
The level of ecological degradation in the late 20th and early 21st centuries, along with the scientific consensus which holds that we are facing a deepening ecological crisis, has led to numerous
