Na história intelectual do Ocidente a democracia foi vista em geral com medo ou com desprezo. Com o passar do tempo, os países da Europa foram, com distintos ritmos, aceitando a democracia como a melhor forma de institucionalizar a representação do povo nas instituições estatais e de organizá-las para assegurar a deliberação e escolha política de seus cidadãos.
