    This paper portrays a polycentric governance system by exploring the evolution of its structure and the interdependencies of its policymaking venues. It utilizes a semi-automated approach developed from the institutional grammar to analyze four policymaking venues by their 55 public policies adopted from 2007 through 2019 in the context of oil and gas development in Colorado, USA.
