Improving the Democratic Brand Through Institution Building
A growing body of literature has emerged that examines the contributions of mid‐level institutions of accountability (e.g., public ministries, federal police, and electoral courts) in curbing corruption. Notably absent here is the Defensor del Pueblo (ombudsman). This study posits that, under the right conditions, these nonsanctioning bodies have several tools at their disposal that can be leveraged against state actors to reduce corruption. The …
The Contributions of the Ombudsman to Human Rights in Latin America, 1982-2011
Democratic institutions, ranging from constitutional provisions and electoral rules to judiciaries, have been important in improving the rights of citizens across the world. If institutions matter for human rights, then it stands to reason that institutions built specifically to protect human rights, like the human rights ombudsman, should matter too. Using a comparative case study approach, this article examines the effect of the human rights om…
The Power of the Pen
Where Capacity and Incentives Meet
Scholars have long suggested a relationship between democracy, capitalistic economies, and the protection of property rights. Yet this link has been contested by a variety of scholars. We test whether a relationship between property rights, measured as risk of expropriation of property, and measures of presidential authority, exists. Where institutional design presents presidents with the capacity and incentives to act on predatory desires, we ex…
Policy mandates and re-election among single issue parties
Recent studies point to dramatic ‘mandate switches’ by elected politicians, while others suggest higher levels of mandate loyalty. Yet, two of the oldest party systems in Latin America, Colombia and Venezuela, have not been extensively examined. Legislative activity across single issue parties is examined to determine whether they are able to stay focused and consistent with the party's policy goals. The analysis identifies the importance of stat…

Reclaiming Latin America
Squeaky Wheels and Unequal Policy
The World Bank has been increasingly involved in reforming Latin America's education systems. However, compliance with World Bank directives varies greatly. Recent scholarship has made significant progress in fashioning an explanation for this variation by focusing on the presence of democracy. This article takes the literature a step further by identifying the mechanism by which democracy matters. Specifically, variations in executive authority …
Whither the Colombian two-party system? An assessment of political reforms and their limits
Subnational Determinants of National Multipartism in Latin America
Recent research points to the importance of subnational elections as variables shaping the national party system in federal states (Jones 1997b; Mainwaring and Shugart 1997; Samuels 2000). I propose that the effects of subnational elections are not limited to federal states but instead can be seen throughout the region. This paper examines the impacts of gubernatorial elections across eighteen Latin American countries during the most recent democ…
