Multiple pathways towards sustainable development goals and climate targets
The UN sustainable development goals (SDGs) and the Paris climate target require a holistic transformation towards human well-being within planetary boundaries. However, there are growing debates on how to best pursue these targets. Proposed transformation strategies include market- and technology-driven green-growth, shifting towards a sufficiency-oriented post-growth economy, and a transformation driven primarily by strong government action. He…
Policy mixes for sustainable development pathways
The Paris Agreement on climate change and the 2030 Agenda on Sustainable Development require unprecedented transformations to sustainability, while maximising synergies and minimising trade-offs between the two agendas. The policy studies and sustainability transition literatures suggest that addressing the complex policy interlinkages requires ambitious, coherent, comprehensive and credible policy mixes supported by synergistic combinations of g…
Global stocktake and the SDG midterm review as opportunities for integration
How does policy coherence shape effectiveness and inequality? Implications for sustainable development and the 2030 Agenda
During the formulation of the 2030 Agenda for Sustainable Development, many promoted policy coherence as a key tool to ensure achievement of the Sustainable Development Goals (SDGs) in a way that “leaves no one behind.” Their argument assumed that coherent policymaking contributes to more effective policies and supports over‐arching efforts to reduce inequality. As the 2030 Agenda reaches the halfway point, however, countries are falling short on…
Aligning climate and sustainable development finance through an SDG lens. The role of development assistance in implementing the Paris Agreement
Climate change and development are strongly interconnected. An efficient use of financial resources would, thus require alignment between climate finance and development priorities, as set out in the context of both the Paris Agreement and the 2030 Agenda for Sustainable Development. In this paper, we investigate to what extent climate-related official development assistance (ODA) before and after the Paris Agreement adoption supports the impleme…
Taking stock of national climate policies to evaluate implementation of the Paris Agreement
Many countries have implemented national climate policies to accomplish pledged Nationally Determined Contributions and to contribute to the temperature objectives of the Paris Agreement on climate change. In 2023, the global stocktake will assess the combined effort of countries. Here, based on a public policy database and a multi-model scenario analysis, we show that implementation of current policies leaves a median emission gap of 22.4 to 28.…
Promises and risks of nonstate action in climate and sustainability governance
Sustainable Development Goals and the Paris Agreement stand as milestone diplomatic achievements. However, immense discrepancies between political commitments and governmental action remain. Combined national climate commitments fall far short of the Paris Agreement's 1.5/2°C targets. Similar political ambition gaps persist across various areas of sustainable development. Many therefore argue that actions by nonstate actors, such as businesses an…
