  • Beyond Psychological Costs: How Negative Bureaucratic Encounters Influence Citizens' General Psychological Well‐Being

    Open Access•Hanchen Jiang•ARTICLE•Public Administration Review•2026•References: 28

The administrative burden framework suggests that citizens experience psychological costs when interacting with the state. Previous research has primarily focused on context‐specific psychological costs, such as stress and loss of autonomy related to particular policies or encounters. This study expands the framework by integrating it with the relational model of authority and the stress and coping theory, and proposes that negative bureaucratic …

  • Housing affordability and rent control: The case of elderly renters

    Open Access•Xun Bian, Ruoyu Chen et al.•ARTICLE•Urban Studies•2026•Cited by: 2•References: 44

Elderly renters face mounting housing affordability challenges due to rising rents. While many see rent control as a way to assist families in need of affordable housing, evidence of its effectiveness is sparse. We fill this gap by examining the effects of New York City’s rent stabilization policy on elderly renters. We find that elderly renters experience greater rent burdens than younger renters and, on average, benefit more from rent control. …

  • Bridging trust through institution and process: How does digital government increase citizens’ trust in local government

Xing Chen, Hanchen Jiang•ARTICLE•Public Management Review•2025

This study integrates the institution-based and process-based trust theories to examine the real-world policy effect of digital government on citizens’ trust in local government. By analysing a representative longitudinal survey data from China, we find that digital government significantly enhances citizens’ trust in local government. Digital government enhances trust by improving perceptions of government institutions, boosting satisfaction wit…

  • Top managers’ language dissimilarity and public organizational performance

Open Access•Hanchen Jiang, Chuping Zhang et al.•ARTICLE•Journal of Public Administration…•2025•References: 39

Top managers hold a significant position in the functioning of public organizations. While existing studies have predominantly investigated the impacts of individual characteristics of top managers on public organizational outcomes, limited attention has been given to heterogeneity, especially nondemographic heterogeneity, among them. This study focuses on the impact of language dissimilarity among top managers in public organizations and propose…

  • Historical Persistence of Meritocratic Selection on Citizen Compliance

Open Access•Hanchen Jiang, Hongtao Yi et al.•ARTICLE•Governance•2025•References: 16

The persistent influence of historical bureaucratic institutions on various contemporary socio‐economic outcomes is well documented, yet the extent to which these institutions shape current citizen‐state interactions remains underexplored. This study focuses on the persistent effect of a cultural factor shaped by a historical meritocratic institution (ancient China's imperial examination) on citizen compliance with social distancing policies duri…

  • Making the most of coresident data: Credible evidence on intergenerational mobility with sibling correlation

Open Access•Md Nazmul Ahsan, M Shahe Emran et al.•ARTICLE•Journal of Development Economics•2025•References: 2

Many available data sets are not used for estimating intergenerational mobility owing to concerns about sample truncation bias in coresident data. Using data from Bangladesh, Chile, Ghana, India, Indonesia, and Mexico, we report the first evidence that the bias in estimated sibling correlation, a broad measure of relative mobility, is small in coresident samples (4.30%), much smaller than that in intergenerational regression coefficient (10.25%).…

  • Does rent control increase tenant unemployment

Open Access•Hanchen Jiang, Luis Quintero et al.•ARTICLE•Journal of Urban Economics•2025•References: 68

This paper proposes and tests the hypothesis that rent control increases tenant unemployment. Using microdata from New York City between 2002 and 2017, we find that rent stabilization increases tenants’ probability of unemployment by more than four percentage points, and the effect is especially pronounced among tenants with unearned income. To address endogeneity concerns, we employ an instrumental variable strategy that exploits the local relat…

  • Is gender destiny? Gender bias and intergenerational educational mobility in India

Open Access•M Shahe Emran, Hanchen Jiang et al.•ARTICLE•Journal of Economic Behavior &…•2025•Cited by: 1•References: 7

We develop a model of intergenerational educational mobility incorporating gender bias against girls in the family, school, and labor market. Mobility and investment equations from the model are estimated for India using data not truncated by coresidency. The standard linear model misses important heterogeneity and yields misleading conclusions. Daughters of uneducated fathers face lower relative and absolute mobility (rural and urban). We find g…

  • Growing up Together: Sibling Correlation, Parental Influence, and Intergenerational Educational Mobility in Developing Countries

Open Access•Md Nazmul Ahsan, M Shahe Emran et al.•BOOK•2023

This paper presents credible and comparable evidence on intergenerational educational mobility in 53 developing countries using sibling correlation as a measure, and data from 230 waves of Demographic and Health Surveys. It is the first paper to provide estimates of sibling correlation in schooling for a large number of developing countries using high quality standardized data. Sibling correlation is an omnibus measure of mobility as it captures …

  • Effects of local government social media use on citizen compliance during a crisis: Evidence from the Covid‐19 crisis in China

    Open Access•Hanchen Jiang, Xiao Tang•ARTICLE•Public Administration•2022•Cited by: 14•References: 12

Improving citizen compliance is a major goal of public administration, especially during crises. Although social media are widely used by government agencies across the globe, it is still unclear that whether the use of social media can help local governments improve citizen compliance especially during crises. Based on an original daily panel dataset of 189 cities in China during COVID-19, this study provides empirical evidence for the positive …

  • Gender Bias and Intergenerational Educational Mobility: Theory and Evidence from China and India

M Shahe Emran, Hanchen Jiang et al.•BOOK•2020

This paper incorporates gender bias against girls in the family, school and labor market in a model of intergenerational persistence in schooling where parents self-finance children's education because of credit market imperfections. Parents may underestimate a girl's ability, expect lower returns, and assign lower weights to their welfare (“pure son preference”). The model delivers the widely used linear conditional expectation function under co…
