Oops! … EU Did It Again! The EU’s Preference for Global Treaties vis-a-vis the Reality of WHO Politics
The European Union (EU) emerged as an agenda-setter in the World Health Organization (WHO) negotiations for a Pandemic Treaty. However, rather than endorsing the EU proposal of a binding treaty, the negotiators agreed upon a two-track process, aimed both at negotiating a Framework Convention and revising existing WHO regulations. Why did the EU achieve only partial results in the ongoing negotiations? Concerns for the defence of national sovereig…
Precautionary authoritarianism and the contested governance of Chinese food safety
Chinese food policy has changed over the last two decades from a productivist focus to embracing a precautionary approach to food safety. What are the drivers of this change? And what are the implications for the Chinese political regime? While acknowledging the relevance of global dynamics, we claim that domestic dynamics have largely accounted for this change. A series of food scandals in the 2000s has caused concerns among Chinese consumers an…
Contrasting norms on the use of evidence in risk assessment
Glyphosate is the most widely used herbicide in the world, used in farming as well as home gardening since the mid ‘70 s. For decades it was considered by regulators an ‘ideal’ pesticide: deadly to pests, respectful of humans. In 2015, it unexpectedly became highly controversial because of conflicting scientific assessments of its carcinogenic effects. On the one hand the UN International Agency for Research on Cancer (IARC) classified glyphosate…
The evidence base for the assessment of endocrine-disrupting chemicals
Background: The evidence base for the regulatory assessment of endocrine-disrupting chemicals (EDC) has proved very controversial to define. The EU has been a first mover and – after years of discussions and conflicts – adopted criteria for the pesticide and biocide sectors in 2018. Key points: The article reviews alternative regulatory options and critically discusses some of the features of the adopted EU guidelines. It argues that they are a s…

More inclusive European governance through impact assessments
In this article, we present an overall picture of the inclusiveness of IA, based on data on over 800 IAs carried out by all DGs of the European Commission from 2003 to 2013. According to official guidelines, IAs can deliver a variety of goals, and we posit that each goal can be linked to a different inclusion strategy. Specifically, we consider that the goal of coordination requires the inclusion of Commission actors, the goal of collecting neutr…

Democrazia, partecipazione e consultazioni. Un'analisi empirica della partecipazione ai processi di consultazione della societŕ civile promossi dalla Commissione Europea
Following the White Paper on Governance that put consultation at the heart of EU policy processes, the European Commission set out general principles and minimum standards for consulting the public at the end of 2002 (COM 704/2002). Since then, over 500 online and written consultation processes have been proposed, unevenly distributed among DGs and attracting a variable number of responses. This article presents empirical data collected on such c…
Organised Civil Society and European Governance
This paper focuses on the role played by civil-society organisations in three policy sectors – environmentalism, regionalism and anti-racism – at different territorial levels. The paper describes routes of Europeanisation, and highlights the crucial role of mediators between national and European levels of governance in building alliances and transnational networks
The role of civil society in immigration policy making in Italy
This article seeks to explain models of inclusion of civil society actors in the immigration policy process (and particularly matters related to the social integration of immigrants) in Italy in terms of a model of ‘conflictual cooperation’ that has developed out of the theoretical literature on social movements and on interest intermediation. The article explores how the model of conflictual cooperation that appeared to have been established und…
