How do institutional conditions influence research use by policy makers
Effective use of research in policy making is essential to address persistent societal challenges and respond to emerging issues. While much is known about individual preferences and practices of policy-maker research use, the structuring role of institutionalised influences remains less understood. This article addresses that gap by examining how institutional conditions shape research use in policy making, drawing on survey data from 1,606 resp…
Becoming Similar, but Drifting Apart
Many national research and innovation systems include higher education institutions and public research organizations (PRO) with different mandates and tasks. This paper investigates what happens to the relationship between a university and a PRO when they are increasingly pushed towards fulfilling similar tasks and functions. We investigate this through a historical case study of the relationship between a university and a PRO within the field o…

Populating the science-policy co-production space
In this paper, we seek to provide a fresh perspective on knowledge exchange by addressing both academics’ and policymakers’ experiences with such exchange. Through two large Norwegian surveys of academics and policymakers, we look at the characteristics of the academics that are engaged in various forms of knowledge exchange with policymakers – and vice versa – as well as the channels and mechanisms of knowledge exchange seen from both sides. Thr…

Situated Knowledge Spillovers
Theorizing within the umbrella of evolutionary economic geography (EEG) has improved the understanding of how inter‐firm relatedness conditions knowledge spillovers, and how this affects the long‐term evolution of regions. Still, there are shortcomings in this approach associated with a quantitative and generic methodology, a static notion of relatedness, and a weakly developed policy and institutional perspective. In particular, there is a need …
Assessing the quality of PhD dissertations. A survey of external committee members
This article reports on a study of the quality assessment of doctoral dissertations, and asks whether examiner characteristics influence assessment of research quality in PhD dissertations. Utilising a multi-dimensional concept of quality of PhD dissertations, we look at differences in assessment of research quality, and particularly test whether prior relationship to supervisor, examiners' assessment experience and the regional affiliation of ex…
The Training of “Triple Helix Workers”? Doctoral Students in University–Industry–Government Collaborations
The Ambiguous Quality Agenda in Norwegian Higher Education Policies
Quality has been a ubiquitous issue in European higher education policy over the last decade. In country after country the issue of higher education quality has been raised, and consequently reforms to ensure and develop quality have been implemented. In Norway, quality as a focal point in higher education policy appeared rather late as compared to other European countries. Specific policies and efforts directed to assuring quality of Norwegian h…
