The political dynamics of place-based missions
Mission-oriented innovation policy is often framed in aspatial terms, with limited attention to the politics of place. This paper examines how place-based missions are constituted through the case of Universal Free School Meals in Scotland and Wales. We show that ideological traditions become entangled across socio-economic and territorial dimensions, that political parties broker coalitions and navigate responses to place-based challenges, and t…
Rural innovation and the green transition
Further Education Colleges (FECs) have been undervalued in discussions of regional innovation, despite their critical role in providing vocational and educational training. This paper argues that FECs in rural areas may be well positioned to lead innovative responses to contemporary challenges, such as those posed by the green transition. The paper focuses on the potential of rural FECs to facilitate transformative innovation. It presents a case …
Analysing the prospects for place-based micro-missions
Mission-oriented innovation policies have come to the forefront of debates in both research and policymaking. While attention has focused on top-down, science, technology and innovation missions, research has increasingly begun to explore their spatial and societal dimensions. The concept of micro-missions has been advanced to highlight the potential for smaller-scale, place-based responses to societal challenges. This paper explores the role of …
Mundane innovation in the periphery
This article explores the role that foundational economy (FE) actors can play in innovation in peripheral regions. We argue that research which casts peripheral regions as backwaters of innovation may inadvertently underplay the potential for innovation in such places. Drawing on the peripheral innovation literature, and emerging research on the FE, we develop the concept of mundane innovation and explore its potential for peripheral regions. We …
Delivering micro-missions in public food transitions
Micro-missions represent small-scale, place-based strategies for societal innovation, distinct from grand missions that target national-level transformations. They offer potential for collaborative engagement among local stakeholders in the public sector, businesses, and civil society that aims to address local needs and promote wider innovation, particularly for social and ecological progress. Despite the potential for place-based micro-missions…
Putting missions in their place
We draw on first-hand experience and empirical evidence to address current concerns that the mission approach carries too much emphasis on technological innovation and top-down state-led action. We identify the concept of smaller scale ‘micro-missions’ that address place-based challenges. In so doing, we show a role for universities that extends beyond the entrepreneurial triple helix and demonstrate how a mission approach can be effective beyond…
Digitalisation and the foundational economy
The foundational economy’s heightened traction in academic and policy discussion stems in part from its potential to mitigate challenges faced by less-developed regions. While supporting foundational sectors may contribute to inclusive and sustainable growth, we question whether digitalisation can enable these aims. Through a case study of Wales, we point to the differences in digital capability of foundational and non-foundational businesses in …

Institutional work in the maintenance of regional innovation policy instruments
This paper contributes towards growing interest in the role of actors and agency in regional innovation policy processes. While entrepreneurial agency has begun to be explored, the paper broadens this focus to include actor roles in the maintenance of regional innovation policies over time. Drawing on the concept of institutional work, and evidence from Wales, it finds maintenance to be a process of strategic care, involving interplay between str…
EU Regional Innovation Strategies
This article reviews the emergence of regional policy initiatives designed to stimulate learning, innovation and regional development in Europe’s less favoured regions. Drawing on the European Commission-sponsored Wales Regional Technology Plan as a case study, it examines progress and outcomes using the conceptual framework of regional experimentalism. The article concludes that the Wales RTP has helped to develop significant interactive learnin…
