  • Who gets to speak for the party? How parliamentary party groups select spokespersons

    Open Access•Tim A Mickler, Tim Mickler et al.•ARTICLE•Legislative Studies Quarterly•2025•Cited by: 2•References: 36

Members of parliament (MPs), and by extension, parliamentary party groups (PPGs), have to make decisions about all aspects of public policy. In many parliamentary systems, PPGs subdivide the workload and assign one of their members as the spokesperson for a specific policy portfolio. These speak almost exclusively on that issue and are primarily responsible for formulating and articulating their party's position on that issue in parliament. We ex…

  • The partisan foundations of parliamentary speech: How parliamentary party groups decide who gets to speak for them

    Open Access•Charlotte Van Kleef, Tim A Mickler et al.•ARTICLE•Party Politics•2024•Cited by: 5•References: 51

This study examines how parliamentary party groups decide who speaks for them on specific issues in parliament. We build on three strands of the literature: the work on the institutional foundations of parliamentary speech; the literature on committee assignments in parliamentary systems which points to different rationales behind parliamentary specialisation and the division of labour; and the literature on issue competition. First, we expect th…

  • Who Goes Where? Committee Assignments in the Dutch Tweede Kamer

    Open Access•Tim A Mickler•ARTICLE•Parliamentary Affairs•2019•Cited by: 3•References: 24

In this article, I analyse committee assignments in the Dutch Tweede Kamer across multiple legislative periods (1994–2012). This legislature is important to consider in the ongoing debate about committee assignments given that its electoral system minimises constituency-related assignment factors. The theoretical framework comprises the congressional theories of legislative organisation but highlights the involvement of parliamentary party groups…

  • Committee Assignments: Theories, Causes and Consequences

    Open Access•Shane Martins, Tim A Mickler•ARTICLE•Parliamentary Affairs•2019•Cited by: 26•References: 76

Conventional wisdom suggests that a strong legislature is built on a strong internal committee system, both in terms of committee powers and the willingness of members to engage in committee work. Committee assignments are the behavioural manifestation of legislative organisation. Despite this, much remains unknown about how committee assignments happen and with what causes and consequences. Our focus in this article is on providing the context f…

  • Who gets what and why? Committee assignments in the German Bundestag

    Open Access•Tim A Mickler•ARTICLE•West European Politics•2018•Cited by: 24•References: 39

Although committee assignments have been researched in various parliaments, findings are inconclusive. This article contributes to the debate by analysing the allocations to specialised committees in the Bundestag, a legislature that establishes strong committees despite having strong parliamentary party groups. Studying assignments in this legislature can, therefore, help us to solve the present disjunction between ‘European’ and ‘American’ expe…

  • Not so random after all? – revisiting committee assignments in Dáil Éireann

    Open Access•Tim A Mickler•ARTICLE•Irish Political Studies•2018•Cited by: 6•References: 29

In this paper, I analyse the allocation of legislators to specialised committees in Dáil Éireann. Committees are privileged decision-making arenas: Committee members have, once assigned, the right and duty to work on issues within their jurisdiction. It is, therefore, important to understand which factors influence the assignment process. In what has been the most thorough analysis hitherto, Hansen [(2011). A random process? Committee assignments…

  • Committee autonomy in parliamentary systems – coalition logic or congressional rationales

    Open Access•Tim A Mickler•ARTICLE•Journal of Legislative Studies•2017•Cited by: 16•References: 39

Large-n comparative research on committee structures in legislatures is rare. This paper uses newly collected data to analyse committee structures across 30 legislatures of parliamentary systems which possess strong parliamentary party groups. It seeks to explain committee autonomy which reflects the degree to which committees are able to carry out their tasks independently. The variation in autonomy is accounted for by contrasting the 'keeping t…

  • Standing Committee Assignments in the German Bundestag – Who Gets What in Within-Party Negotiations

    Tim A Mickler•ARTICLE•German Politics•2013•Cited by: 20

Standing committees play a vital role in the policy-making process of modern parliaments. This study investigates the assignment criteria of standing committee members in the 17th Bundestag by applying congressional theories of legislative organisation to the German case. The statistical analysis shows that MPs often join the same committees that they have been members of in prior legislative periods. While prior occupation/education and affiliat…
