Top-down” local government mergers: Political and institutional factors facilitating radical amalgamation reforms
Why are some countries able to go ahead with comprehensive top-down local government amalgamation reforms, despite the many challenges such a reform entails? So far, we have limited theoretical and empirical understanding of how central governments manage to adopt such reforms. Drawing on different theoretical frameworks around public policy as well as research into territorial reforms, this article presents key political and institutional factor…
Europe and the rescaling of domestic territorial governance in Ireland
The European Union (EU) has had a considerable impact on territorial governance in Ireland, including both significant financial and regulatory effects and some examples of domestic institution-building. This article addresses some of the effects of these ‘top-down’ pressures, but also ‘bottom-up’ processes that have manifested themselves over time through the mobilization of actors at both regional and local levels. In part differing effects can…
The sanctity of the county in Irish public life: Here to stay or passed its ‘sell-by’ date
The county as the main source of local identity has a key influence on public life in the Republic of Ireland, and amongst other things is reflected in Dáil constituencies, vote transfer patterns, and as the basis for local government. Previous proposals around territorial reform and recent experience with attempted reconfigurations of the county structure (and in particular reviews of county boundaries) suggest that the county is one of those as…
Territorial interest representation in the European Union: Actors, Objectives and Strategies
When studying the ever increasing mobilization of territorial authorities in the EU context, the literature has used the term 'subnational' as shorthand for very different actors, with the most typical distinction made between regional and local government. In this article we propose an alternative dichotomy. We suggest that 'stronger' regions actually share much in common with 'stronger' associations of local governments, while 'weaker' regions …
Subnational Collective Action: The Varied Patterns of Mobilisation of Local Government Associations
This article assesses differences in the way local government associations organise to influence EU legislation in different countries. EU policy outcomes have an increasing financial and administrative impact on local government. This has been increasingly recognised by both EU institutions and many national governments, and recent reforms have sought to ensure greater involvement of local authorities in the preparation of EU proposals and domes…
Domestic governance arrangements and Europeanization: The case of central-local relations in England, Ireland and Denmark
EU decision-making: Reinforcing Interest Group Relationships With National Governments
Theories of interest intermediation in the European Union (EU) increasingly emphasize how domestic embeddedness influences the strategies of domestic interest groups. This article investigates a number of hypotheses advanced in this area empirically, based on analysis of the mobilization of local government interests in Denmark, Ireland and the Britain in relation to EU environmental directives. Interest groups that have a weak influence over nat…
Institutionalizing Participation and Governance? New Participative Structures in Local Government in Ireland
Public service providers and elected levels of government around the world are continually being encouraged to involve citizens in decision-making. Various means of achieving this have been employed by local authorities in different countries. These include local referenda, customer surveys, online discussion forums and citizens’ juries. This article draws on the example of new participative committee structures within Irish local government. The…
