Fairness Perception, Administrative Burden, and Social Welfare Participation
This study examines whether and how fairness perception and administration burden relate to citizen participation in social welfare programs. We theoretically argue that both participation costs and citizens' perceptions of distributive fairness play critical roles in determining individuals' willingness to engage with welfare programs. We further propose that compliance burden (costs) may constrain frontline officials' discretion in benefit allo…
Government funding and nonprofit performance in service delivery and policy engagement: Exploring the Mediating Roles of Private Donations, Volunteers, and Network Quality
Although concerns have been raised about the potential negative impact of government funding on nonprofit organizations, the prevailing literature suggests a generally positive association between government funding and nonprofit performance. However, much of the existing research has focused on Western contexts, with limited understanding of the mechanisms and the relationship between government funding and nonprofit performance in non-Western s…
From recovery resilience to transformative resilience: How digital platforms reshape public service provision during and post Covid-19
This paper investigates how government-sponsored digital platforms facilitated the transition from recovery resilience during COVID-19 to transformative resilience of city-level service provision post COVID-19. Using an in-depth case study of the Weijiayuan platform implemented in the Jiaxing City of China, we found that digital platforms played critical roles in both stages of COVID-19 and helped facilitate the transition from recovery resilienc…
The function of expert involvement in China's local policy making
Policy making in authoritarian regimes is assumed to be exclusive. The selective use of experts in China questions that assumption. Through three case studies from Hangzhou, Zhejiang province, we illustrate experts' functions in China. Local policy makers rely on them as science arbiters and to provide policy legitimization, just like their counterparts in the democracies of the Western world. They also have a function we call an “accountability …

Breathe Easy? Local Nuances of Authoritarian Environmentalism in China's Battle against Air Pollution
The heavy smog suffocating China's cities is increasingly being perceived as a threat by both the population and the authorities. Consequently, political action aiming at regulating ambient air pollution has become increasingly comprehensive and rigid in recent years. Even measures limiting consumption and production seem to become acceptable as China is facing an airpocalypse . Does this suggest a genesis of real “authoritarian environmentalism”…
Local environmental governance innovation in China: Staging ‘Triangular Dialogues’ for Industrial Air Pollution Control
Studies of environmental governance in China mainly discuss bilateral encounters, such as popular protests against polluting companies, NGO collaboration with local authorities, or local government collusion with enterprises which can lead to the sabotage of effective pollfution controls. This article studies a case in which a communication mechanism involving multiple actors created a basis for the innovative and successful enforcement of air po…
Conflict or cooperation: The patterns of interaction between state and non-state actors in China’s environmental governance
After nearly four decades of rapid economic development, China has positioned itself as the second largest economy in the world. On the downside, the country is now facing a veritable environmental challenge, which particularly manifests in a pervasive degradation of China’s environment and a deterioration of its citizens’ health.
