Using public–private partnerships for political reasons: The Government’s motivation and conditions
Why does government use Public–Private Partnerships (PPPs)? Besides their economic values, we argue PPPs are used for political reasons. Employing a political agency framework, we explain how politicians use PPPs to appear competent and extract rents, and under what conditions these political potentials are attractive and accessible to politicians. By analysing U.S. state-level data, we reveal some political and fiscal variables that are associat…
TMT task-related faultlines and firm innovation: Differential impacts on incremental and radical innovation
Why do some firms drive radical innovation, while others only deliver incremental innovation? We argue that the answer may lie in the latent divisions within top management teams (TMTs). Drawing on the categorization–elaboration model, we propose that TMT task-related faultlines create a paradoxical effect: while they enhance incremental innovation by promoting within-subgroup cohesion, they simultaneously hinder radical innovation by stimulating…
Enhancing Service Delivery Efficiency Through Inter-Local Collaboration: A Network Analysis in Water Service Context
Fragmentation among local governments often leads to inefficiencies in public service delivery. This challenge is particularly salient in delivering services for small communities. This study applies the Institutional Collective Action (ICA) framework and network analysis to examine how inter-local collaborative agreements can improve cost efficiency in water and wastewater services in Iowa. Integrating the theories of economies of scale and tran…

Urban heat mitigation by green and blue infrastructure: Drivers, effectiveness, and future needs
The combination of urbanization and global warming leads to urban overheating and compounds the frequency and intensity of extreme heat events due to climate change. Yet, the risk of urban overheating can be mitigated by urban green-blue-grey infrastructure (GBGI), such as parks, wetlands, and engineered greening, which have the potential to effectively reduce summer air temperatures. Despite many reviews, the evidence bases on quantified GBGI co…

Legitimation Game: The Anti-Japanese Textbook Issue in Sino–Japanese Relations, 1914–1937
This article examines the anti-Japanese textbook issue, a diplomatic controversy from 1914 to 1937 between Japan and China over whether the Chinese government was inciting hatred against Japan by promoting school textbooks with offensive and xenophobic content. I argue that the issue represents a legitimation process, whereby Japan's concern about the content of these textbooks was determined by, and fluctuated with, its need to mobilise domestic…

A synergistic ozone-climate control to address emerging ozone pollution challenges
Tropospheric ozone threatens human health and crop yields, exacerbates global warming, and fundamentally changes atmospheric chemistry. Evidence has pointed toward widespread ozone increases in the troposphere, and particularly surface ozone is chemically complex and difficult to abate. Despite past successes in some regions, a solution to new challenges of ozone pollution in a warming climate remains unexplored. In this perspective, by compiling…
The Fiscal Impact of County-to-Urban District Conversion in China
Municipal annexation has been one of the most widely adopted instruments for urban growth in the United States. Scholars of public choice and regional studies have long debated the fiscal effect of local government annexation. Few studies, however, examine the fiscal effect of municipal administrative annexations in China, where prefectural cities have extensively annexed county-level governments through forcefully converting rural counties into …
The interplay between private and public governments: The Relationship Between Homeowner Associations and Municipal Finance
Homeowner associations (HOAs), as a form of private residential governance, have grown exponentially in the United States, representing a profound transformation in urban governance. This paper examines the fiscal correlation between local municipal governments and private residential governments, and specifically, the extent to which the proliferation of HOAs in a municipality is related to municipal expenditures and revenues. Administrative dat…
Characterization, sources and reactivity of volatile organic compounds (VOCs) in Seoul and surrounding regions during Korus-AQ
The Korea-United States Air Quality Study (KORUS-AQ) took place in spring 2016 to better understand air pollution in Korea. In support of KORUS-AQ, 2554 whole air samples (WAS) were collected aboard the NASA DC-8 research aircraft and analyzed for 82 C1–C10 volatile organic compounds (VOCs) using multi-column gas chromatography. Together with fast-response measurements from other groups, the air samples were used to characterize the VOC compositi…

Portability, an innovative property tax relief whose time hasn’t come
The Florida electorate passed Amendment One on January 29th, 2008. The portability provision of this Amendment allows homestead owners to transfer the difference between assessed value and estimated market value of their current homestead property to their new property. Since passage, there has been limited and declining utilization of the portability provision. This paper explores whether the accrued tax savings due to the property assessment li…

Revisiting the Fuel Tax–Based Transportation Funding System in the United States
Increasing concerns are noted over the current transportation funding system based on fuel taxes, but there has been little scholarly literature that evaluates the fuel tax system in a comprehensive manner. As a synthesis, this article reviews the background of fuel taxes designated for transportation and examines issues related to the fuel taxes with four tax-evaluation principles, including economic efficiency, social equity, revenue adequacy, …
Citizen Input in the Budget Process: When Does It Matter Most
Citizen participation in public budgeting processes has been widely advocated by both theorists and practitioners of public administration. Yet there is less agreement on when the public should be brought into the process and how the timing of citizen inclusion affects the outcomes of public agencies. Using survey data about citizen involvement practices utilized by the state departments of transportation (DOTs) across the country, the authors co…
The effects of tax and expenditure limit on state discretionary tax adjustment
Unanticipated economic fluctuations exert pressure on state governments to conduct discretionary tax adjustments to balance the budget. Even though states adjust fiscal policy as the economy fluctuates, the typical cyclical economic factors are not the sole determinant of such adjustments. State government budgeting systems in the United States operate under a variety of fiscal constraints. The tax and expenditure limit (TEL) is a prominent fisca…
Management Capacity and State Municipal Bond Ratings: Evidence With the GPP Grades
Most state governments issue general obligation (GO) bonds in the financial market to borrow money. Assigned by credit agencies, state GO bond ratings reflect states’ perceived credit quality and affect their borrowing costs. Despite many studies on the determinants of municipal bond ratings, little has been known about the association between state management capacity and bond ratings because management capacity is generally difficult to quantif…
