Endogenous Stratification in Randomized Experiments
Policymakers are often interested in estimating how policy interventions affect the outcomes of those most in need of help. This concern has motivated the practice of disaggregating experimental results by groups constructed on the basis of an index of baseline characteristics that predicts the values of individual outcomes without the treatment. This paper shows that substantial biases may arise in practice if the index is estimated by regressin…
Instructional Quality and Student Learning in Higher Education
Little is known about the importance of instructional quality in American higher education because few recent studies have had access to direct measures of student learning that are comparable across sections of the same course. Using data from two developmental algebra courses at a large community college, I found that student learning varies systematically across instructors and was correlated with observed instructor characteristics including …
Interactive Online Learning on Campus
Massively open online courses (MOOCs) have received a great deal of attention, but little research exists on how they might fit into the existing system of higher education. We studied the impacts on learning outcomes of hybrid courses redesigned using online materials from MOOCs created on the Coursera platform and digital materials created by the Open Learning Initiative (OLI), relative to existing versions of the same courses. We found that st…
Interactive Learning Online at Public Universities
Online instruction is quickly gaining in importance in U.S. higher education, but little rigorous evidence exists as to its effect on student learning. We measure the effect on learning outcomes of a prototypical interactive learning online statistics course by randomly assigning students on six public university campuses to take the course in a hybrid format (with machine‐guided instruction accompanied by one hour of face‐to‐face instruction eac…
Citizen Perceptions of Government Service Quality
Conventional models of democratic accountability hinge on citizens’ ability to evaluate government performance accurately. In recent years, public reporting of governmental performance has expanded in many policy domains, potentially enhancing citizen capacities to make accurate evaluations. Yet there is little evidence on the degree to which citizen perceptions correspond to actual service quality. Using survey data, we find that citizens’ perce…
Class Size and Student Outcomes
Schools across the U.S. are facing budgetary pressures on a scale not seen in generations. A year after the end of federal stimulus funding and with economic growth at low rates, 31 states were projecting a combined $55 billion in shortfalls for their 2013 budget year. These numbers are large by historical standards, but are dwarfed by the combined $538 billion in shortfalls that
Crossing the Finish Line
The United States has long been a model for accessible, affordable education, as exemplified by the country's public universities. And yet less than 60 percent of the students entering American universities today are graduating. Why is this happening, and what can be done? Crossing the Finish Line provides the most detailed exploration ever of college completion at America's public universities. This groundbreaking book sheds light on such seriou…
Ranking Doctoral Programs by Placement
While many bemoan the increasingly large role rankings play in American higher education, their prominence and importance are indisputable. Such rankings have many different audiences, ranging from prospective undergraduates or graduate students, to foundations and government funders, to university administrators identifying strengths and weaknesses of their school. This diverse audience necessarily has varying hopes for what “quality” is measure…
