  • A Model for Homeland Defense? the Policing of Alterglobalist Protests and the Contingency of Power Relations

    Open Access•John Gibson, John G Gibson•ARTICLE•Alternatives Global Local Political•2008•Cited by: 1•References: 1

This article analyzes the policing of the protest against the Free Trade Area of the Americas agreement in Miami in November 2003. Specifically, it uses the case to develop a theoretical understanding of the contingencies, weaknesses, and unpredictable consequences of ostensibly repressive applications of power in transnational summit spaces. It then evaluates participants' modes of resistance to critique ongoing assertion among academic and acti…

  • Political Manipulation Or Feedback In English Local Authorities’ Standard Spending Assessments? The Case Of The Abolition Of The Inner London Education Authority

    Open Access•J Gibson, John G Gibson•ARTICLE•Public Administration•1998•Cited by: 3

The focus of attention in this article is on the major shift in Education Standard Spending Assessments, and with it central grants, in favour of Inner London which first took place in 1990, and has persisted since then. This coincided both with the abolition of the Inner London Education Authority and the transfer of education responsibilities to the Inner London Boroughs, and the introduction of the poll tax. The objective of this article is to…

  • Economic influences on the political support for market reform in post‐communist transitions

    John Gibson, John G Gibson et al.•ARTICLE•Europe Asia Studies•1995•Cited by: 15•References: 8

FOR THOSE CONVINCED that 'shock therapy' represented the best, or only viable, approach to building healthy economies in post-communist societies, the comprehensive victory of the two main post-communist forces-the Democratic Left Alliance (SLD) and the Polish Peasant Party (PSL)-in gaining over two-thirds of the seats in both the lower house (the Sejm) and the upper house (the Senate) in the 1993 Polish parliamentary election appeared both disap…

  • Measuring Electoral Change

    Open Access•John G Gibson•ARTICLE•PS Political Science & Politics•1992•References: 4

Political scientists should reject Richard Rose's advice in PS (1991) to abandon the use of swing, in favor of his own alternative measures of electoral change, in three or multiparty electoral contests. Given the ubiquity of such electoral contests, this advice has a great potential influence on future election studies. However, a balanced judgment requires subjecting alternative measures to equal scrutiny. This note will do this by bringing rel…

  • Poll Tax, Rates and Local Elections

    Open Access•John G Gibson, John Stewart et al.•ARTICLE•Political Studies•1992•Cited by: 6•References: 4

The 1990 London local elections provided a unique opportunity to examine the sensitivity of voters to two local taxes: domestic rates and poll tax. Both taxes were found to have had an important influence on voting but in unequal proportions according to party incumbency prior to 1990. In Conservative boroughs swing was sensitive to poll tax level but this was not true in Labour boroughs. In both, swing was sensitive to the change in average loca…

  • Rate Increases and Local Elections

    John G Gibson•ARTICLE•Policy & Politics•1988•Cited by: 13

It is argued that the consensus view that rate increases do not have an important effect in local elections is based on studies which suffer from weaknesses in their empirical tests and theoretical framework. Using data on swings in votes in local elections in 1984, 1985, and 1986 it is found that rate increases are a statistically significant determinant of such swings. The results also support the inclusion of changes in the level of services a…

  • The Reform of British Local Government Finance

    John G Gibson•ARTICLE•Policy & Politics•1987•Cited by: 7

In Britain the government is proceeding with legislation to replace domestic rates by a poll tax payable by all adults, with non-domestic rates becoming an assigned revenue. Combined with the conversion of all central grants into fixed grants this ensures that local domestic taxpayers will pay the full marginal cost of extra spending in each local authority. This paper argues that the regressive nature of the poll tax means that local authorities…

A model for estimating the number of visits to new recreational facilities is developed based on the proposition that there exists a separate market demand curve for each type of recreation.
