Concede or Resist? Experimental Evidence on How Partisanship Shapes Local Officials’ Responses to Preemption
Does partisanship shape local officials’ opposition and resistance to state preemption? To answer this question, I report on two pre-post, between-subjects survey experiments and open-ended responses from more than 1,000 local government officers. Across both experiments, I find that local officials are substantially more opposed to preemption from an out-party state government and significantly more supportive of preemption from an in-party stat…
Are Canadian Municipal Politics Ideological? Experimental Evidence from Canadian Municipal Officials
Scholars continue to debate whether ideology shapes Canadian municipal politics, yielding mixed results. To test this argument further, I conducted a survey experiment on over 700 municipal officials through the Canadian Municipal Barometer. Based on their self-reported ideology, respondents were randomly assigned to one of three groups: an ideologically congruent province, an ideologically incongruent province, and a control group in which the i…
The Boundaries of Competition: Examining Charter Schools’ Impact on Traditional Schools
For decades, charter schools have been promoted as a panacea for increasing competition in the educational marketplace. Supporters argue that increased choice forces neighboring schools to innovate, while opponents contend that charters “skim” students and funds away from traditional public schools (TPS). We test the two differing views by comparing academic achievement and school segregation in TPS in South Florida facing competition from charte…
Women's Representation in Canadian Municipalities
This research note uses a new and comprehensive data set of 22,333 municipal elected positions in 3,363 municipalities across Canada to provide a systematic analysis of women's presence in municipal office. Drawing on findings from cross-national research about women's representation in local governments, we examine whether district type, council size, urban setting, women's workforce participation, and degree of conservatism among voters account…
Preemption in the Intergovernmental Trenches: Explaining Gubernatorial Preemption Style during Covid-19
During the COVID-19 pandemic, governors preempted local governments at unprecedented levels. A rich literature examines state preemption of local governments, but gubernatorial preemption – and the strategies governors use to do so – remain understudied. This paper examines what institutional and political factors influenced governors’ preemption style during the pandemic by analyzing a dataset of over 1,200 COVID-19 executive orders, classified …
Rosie the Riveter, Vera the Volunteer: Sexism, Racism, and Female Enlistment in World War II
What influenced women to volunteer for service in the US military during World War II? Whereas previous literature focused on potential intrinsic and extrinsic individual-level motives, we consider the broader structural context that may have played a role in female volunteerism. We leverage original data containing information on all volunteers who served in the US Army during World War II, with detailed county-level economic, political, and dem…
Governors in Control: Executive Orders, State-Local Preemption, and the Covid-19 Pandemic
The nation’s governors took strong and decisive action in responding to the 2020 COVID-19 pandemic, often directly affecting their local governments. These actions allow us to examine this question: Will governors’ actions in an unprecedented emergency situation centralize the authority of the state or rely on local governments to deal with localized problems? Additionally, what factors affect those decisions? We examine all governors’ executive …
