Implementing A Community-Wide Strategic Plan: Rock Hill’s Empowering the Vision 10 Years Later
Confronted by economic, social, and political change in the 1980s, many cities decided to use community-wide strategic planning as a tool to address their problems. Rock Hill, South Carolina, successfully completed Empowering the Vision (ETV), a two-year community-wide strategic planning process, in 1989 and began implementing the 10-year plan in 1990. Did the implementation of ETV achieve its promise? Is it another example of a well-intentioned …

NHCM theory suggests city managers (a) are responsible to the council majority, their communities, and their profession; and (b) perform five core roles in meeting their responsibilities: educator, listene…
Partisan Politics, Ethics, and the Home Rule Charter: A Township Manager’s Ethical Dilemma
Resolving ethical dilemmas successfully is an important skill that can be learned through the analysis of case studies, and through reflection upon the actions taken by the officials featured in cases. The ethical dilemma discussed is an example of how what appears at first glance to be a low-level ethics violation can result in a well-publicized scandal that jeopardizes the careers of elected and appointed officials. A minor mistake became the i…
Identity and Excellence: Role Models for City Managers

This study develops detailed profiles of three city managers identified by their peers as the best in their respective states. Seven specific recommendations are offered providing a "more coherent image " of the city manager. These profiles serve as rol…
