Roads of redemption
This study compares the efficiency of convict labour, state-employed paid labour, and private contractors in Florida's early twentieth-century road construction. Using newly digitised monthly project status reports published between 1923 and 1936, we analyze completion times for 572 projects to evaluate labour productivity across contractor types. The results show that state-employed crews completed projects substantially faster than private cont…
Finance Managers' Propensity To Save
This paper presents a model of government saving in order to examine several questions regarding the personal and professional saving preferences or inclinations of a national sample of local government finance managers. First, is personal propensity to save related to a preference for local government saving? Second, is personal propensity to spend related to the finance managers' opinions about their local government's spending? Third, what are…
Frederickson's Social Equity Agenda Applied
This study uses the case of urban public education, and input from more than 5,500 people, to assess citizens' willingness to follow leaders intent on advancing social equity. The evidence indicates that when vague notions of social welfare are replaced by actions focused on the creation of opportunity, there is broad support for social equity, including a willingness to pay increased taxes to support this agenda. Consistent with this understandi…
The Relative Effects of a Supervisory Emphasis on Ethical Behavior Versus Political Responsiveness
This exploratory study examines the effects of a supervisory emphasis on ethical guidance versus political responsiveness in a sample of public finance employees. Supervisors can encourage employees to act both ethically and responsively, or they can emphasize political responsiveness without setting ethical limits. Employees' perceptions of the resulting balance affects their decision-making and their attitudes toward their job. Supervisors set …
How Financial Managers Deal with Ethical Stress
This article explores the way public-sector financial managers cope with ethical challenges created by undue political pressure and demands for special treatment. A nationwide survey of financial managers revealed that fiscal stress exacerbates ethical pressure for most financial managers, including chief financial officers (CFOs) and those who report to CFOs. Financial managers do not work in an ethical vacuum; they respond to supervisors who en…

Audit costs for small cities, large cities, and state governments
The three papers in this symposium on governmental auditing examine the general question: "what factors influence the amount of public sector resources devoted to audits of public sector entities?" Despite the passage of the Single Audit Act of 1984, both state and federal auditors have continued to report wide variations in the quality of audits conducted by independent certified public accountants. Hence, it is important to understand factors t…
Strategic Public Planning
It is commonly argued that public strategic planning should be led by a small team of individuals committed to the process; however, little guidance is provided on how to construct such a team. Prior straegic management and public administration literature has examined the differentiation between internal and external managerial orientation. Building on that differentiation, this research found that those individuals who possess a greater externa…
State and Local Governments as Borrowers
State and local governments issue securities to obtain financing for publicly desired projects or activities. A borrower's optimum economic goal is to obtain the lowest cost of capital over the desired repayment schedule. The role of the government's chief financial officer is to design appropriate strategies to achieve this goal within a context of changing market conditions, debt structures, and influences on borrowing choices
