This study offers an exploratory analysis of PFS projects in the U.S. from an implementation science perspective to elucidate the challenges to its success. After controlling for partisanship, religiosity, and other factors, the analysis of survey data from county governments in the U.S. revealed that cultural biases matter. Officials with egalitarian and …
The impact of rational and political factors on performance measurement and its utilisation: Analysis of municipal governments from Mississippi
Public performance measurement and management are orthodox practices, but existing scholarship heavily focuses on large and exemplary cities. Thus, generalising lessons from large municipalities to smaller, and mostly rural, localities has been challenging. This study uses an updated rational/technocratic and political/cultural framework, focuses on municipalities in Mississippi, and examines the predictors of performance measurement and its util…
Determinants of Public Administrators' Use of Performance Information: Evidence from Local Governments in Florida
Performance management has been a focus of scholars and practitioners for more than 25 years, yet the use of performance information has not greatly expanded as a result of this attention. Acknowledging that performance measurement is not an end in itself but rather a means to enhance focus on results and value, this article evaluates the determinants of the use of performance information by local government administrators. An online survey was a…
