The rise, fall and resurrection of soft spaces? The regional governance of transport policy in Wales
This paper is focused on the emergence of new institutional structures and geographies within the context of complex processes of state rescaling characterized by ‘hollowing out’ and ‘filling in’. It explores the regionalization of transport policy within Wales post-devolution and examines the potential of Haughton et al.’s concepts of ‘soft’ and ‘hard’ spaces as useful tools in furthering our understanding of state rescaling. The paper suggests …
Analysing the Trust–Transparency Nexus
Analysing the Trust-Transparency Nexus
Is transparency a necessary condition to build and restore citizen and civil society trust in governance and democracy? Throughout Europe, there is a growing demand for effective forms of citizen engagement and decentralisation in policy-making to increase trust and engage increasingly diverse populations. This volume addresses the relationship between trust and transparency in the context of multi-level governance. Drawing on fieldwork from the …
Political trust in France’s multi-level government
Trust has long been identified as an essential component of social, economic and political life. Since the mid-1990s, there has been renewed interest in the concept driven by its perceived decline and reengagement with concepts of social capital. The article acknowledges these debates, especially the general context of decline in trust in western democracies, including in France, our country case. It is framed to answer a more parsimonious questi…
Towards a territorial political capacity approach for studying European regions
This article proposes a framework for studying the territorial political capacity of regions in Europe. The proposed framework identifies three main dimensions of territorial political capacity. Mainly material indicators include institutions and institutional resources. Mixed material and constructed indicators centre on causal mechanisms of party and leadership capacity. Mainly constructed indicators are drawn from territorial praxis. Understan…
Devolution in Wales
Devolution in Wales
States of Convergence in Territorial Governance
This article engages questions of policy convergence and divergence in four social-democratic European regions (Andalucía, Brittany, Wales, and Wallonia) in a period of economic crisis and ongoing political decentralization. It develops an analytical framework, the “States of Convergence,” as a useful heuristic for understanding the interplay between convergence and divergence pressures, and processes of territorial adaptation and translation. Pr…
Throwing the Baby Out With the Bath Water? The Impact of Coalition Reforms on Identifying Sub-National Transport Priorities in England
The coalition government has set out plans to dismantle the regional tier and return powers to localities and Whitehall departments. These changes will have significant implications for the way in which transport policy is formulated and delivered in England. When in power, New Labour introduced a range of measures to strengthen governance arrangements for promoting a more joined-up and decentralised approach to transport policy, including Region…
Managing Complexity and Uncertainty in Regional Governance Networks
Ayres S. and Stafford I. Managing complexity and uncertainty in regional governance networks: a critical analysis of state rescaling in England, Regional Studies. Network management is viewed as a way of dealing with uncertainty in complex policy networks, but little is known about the types of network management strategies employed by regional actors to manage vertical and horizontal relations. Two central questions guide this paper. What networ…
Promoting decentralized and flexible budgets in England
The UK has traditionally been viewed as a classic example of a unitary state in which central institutions dominate decision making. The recent Labour Government sought to counter this convention through devolution to Scotland, Wales, Northern Ireland and London and administrative decentralization to the English regions. This article examines New Labour’s efforts to promote sub-national policy discretion and fiscal autonomy via the Regional Fundi…
Devolution in Wales and the 2011 Referendum
Woolworths and Wales
In this paper we present a multi-dimensional analysis of the closure of Woolworths in Wales and the way in which the loss of this familiar high-street brand can be accounted for at a number of levels and within different social arenas. Primarily, the paper demonstrates how Woolworths is positioned as a symbol of a previous era of consumption centred upon community and place based notions of nostalgia and community. What is striking in the analysi…
