Australia, despite its G20 status, has not been performing as well in innovation in high-technology sectors as its educational levels and sustained growth would suggest. Australia has found it difficult to emerge from an economy based on resources and agriculture to a services economy based on knowledge and the application of technology. Several reasons have been put forward over the years. This study considers one reason that has not been consid…

Public Values in Western Europe: A Temporal Perspective
Public values are still considered by some authors to be universal, that is, applicable to all settings and constant through time. Despite this, a growing number of publications have appeared indicating that they are in fact quite context dependent, highly mutable over time, subject to modification, and thus far from universal. This article focuses on the latter temporal aspect and demonstrates how technological competency, political structures, …

Community engagement has come to the fore as a policy and programme approach that seeks to connect citizens both with each other and with government in order to deliver improved social and economic opportunities and outcomes. This model has become a key aspect of the intervention approach within Indigenous communities and is seen to have particular application in addressing community justice issues. This article examines a suite of community just…
A decade of social policy under John Howard: Social policy in Australia
English This paper provides an analysis of the broad policy agenda pursued by governments led by John Howard during the period 1996–2004. During this period, market economics has tended to dominate social policy. The paper provides a brief history of social policy during these governments, especially in relation to education, Indigenous affairs, retirement policy, women and regional issues, and social services. The paper concludes that social pol…
Can Co-governance Work? Regional Natural Resource Management in Queensland, Australia
This paper contributes to the growing literature on recent changes in policy governance and government/NGO relationships by examining new “regional” governance arrangements for inter-governmental programmes in natural resource management (NRM) in Australia. The focus is on explaining the changing relationships between government and non-government stakeholders in the formulation of “regional”-level natural resource and environmental policy. The p…
Reconstructing Citizens as Consumers: Implications for New Modes of Governance
This article examines the relationship between government and the public within a producer–consumer market exchange. Four conceptual problems are identified in relation to the application of market models to the relationship between government and citizen. These types of models fail to account for the essentially political engagement between government and citizens, the collective responsibilities of government, the absence of markets in many are…
Measuring the Performance of Community Organisations in Queensland and New Zealand

This has particular ramifications for community service programs that deal with the sharp end of social problems. While the New Zealand government has instigated a comparatively detailed approval standards, the Queensland government's community service guidelines ar…

Some Advantages of an Integrated Approach to Implementation Analysis: A Study of Australian Industry Policy
Models of policy implementation have been characterized by a tension between ‘bottom’ and ‘top‐down’ approaches to public sector management. In recent years, this literature moved into ‘third generation’ in attempting to unify implementation analysis. One recent approach at consolidating key elements of ‘top‐down’ and ‘bottom‐up’ literature has been provided by Soren Winter. This article applies Winter's model to two longitudinal studies of indus…
