An empirical study on bounced clicks versus multi-page clicks in display advertising
The click behavior of users has been frequently used to measure the effectiveness of online display advertising campaigns. This study categorizes clicks into bounced clicks, where no additional user action is involved after the click, and multi-page clicks, which generate additional actions after the click, resulting in a multi-page session, and then examines the distinctive effects of two different types of clicks. We investigated whether bounce…
Introduction to the Special Issue: Understanding Local Government Fiscal Condition from an International and Comparative Perspective
Fiscal condition, which refers to a government’s capacity to meet its financial and service obligations, remains a critical topic in public budgeting and finance, as well as in public administratio
Reimagining the Future of Ijpa: A Vision for 2025 and Beyond
Public administration is a dynamic and ever-evolving field. Today, more than ever, the need for public administration as a field to source global insights and address shared challenges, paramount. Since its inception in 1979, the International Journal of Public Administration (IJPA) has been enriched by waves of extraordinary scholarly expansion. Standing on the foundations established by previous editorial teams, the current team took the helm i…

Political Budget Cycles in Public Education: Evidence from California School Board Elections
Do electoral incentives shape public education spending? Although educational budgets are often portrayed as policy-driven, this study alternatively considers whether they reflect political incentives. Drawing on political budget cycle (PBC) theory and leveraging the distinctive history of educational politics and reform in the U.S., we hypothesize that local education spending follows election cycles. Focusing on California, we provide evidence …
Words Matter for Government Accountability? The Linguistic Tone of Government Reports and Audit Results
As a critical tool for accountability mechanisms, audits are expected to provide key stakeholders with impartial and unbiased information about government operations. However, meeting this expectation may not be readily achievable since auditors are not entirely free from various bias sources. One such bias source is the linguistic tone of government reports, which auditees can strategically manipulate when needed. To examine the potential existe…
How mobile users respond to pre-roll skippable advertising differently than personal computer (PC) users: An analysis of individual-level clickstream data
Mobile devices have evolved as a major channel for online video consumption. With the growth of online video platforms, various ad formats have been experimented to increase advertising effectiveness. One such attempt is pre-roll skippable ads that allow users to skip an ad after watching it for a few seconds. Despite pre-roll ads providing better user experience, their high skipping rate is alarming to advertisers and brands. Recent studies reve…
Examining the fiscal impact of tax and expenditure limitations on municipal governments: A Rule Design Approach
The effect of state fiscal restrictions on local governments is often debatable. While the institutional heterogeneity of such controls is often thought to generate variations in outcomes, more theoretical and empirical attention is imperative. This study aims to address the needs with a particular focus on state-imposed tax and expenditure limitations on municipal governments (municipal TELs), one of the long-standing forms of state pre-emption …
An Integrative Approach to Determinants of Pre-Roll Ad Acceptance and Their Relative Impact: Evidence from Big Data
Skippable ads are known to provide better advertising experiences by giving viewers a sense of control with the ability to skip an ad after watching it for a few seconds. Despite the growing interest, few studies have investigated factors that influence skipping or viewership of pre-roll skippable ads. This study examines the determinants of pre-roll ad acceptance by using clickstream data of 2,078,090 users’ ad and content viewing behaviors on a…
Fake thumbs in play: A large-scale exploration of false amplification and false diminution in online news comment spaces
This study explores how disinformation can dampen general users’ expressions of opinion online. In the context of a proven disinformation case in South Korea, this study analyzes externally validated click-logs of 1389 fake accounts and more than a million logs of 45,769 general users in a highly popular web portal. Findings show that the inflated visibility of anti-governmental opinions in the manipulated comment space was incongruent with the o…
Fiscal effects of interlocal collaboration: Evidence from Nebraska counties
The fiscal effects of interlocal collaboration, a growing method of service delivery, remain inconclusive. We analysed the revenue and expenditure effects of collaboration arrangements as a whole and in six service areas for counties in the U.S. state of Nebraska over the period 2013–2018. Our analyses reveal that counties with a higher number of interlocal collaborations had lower total per capita revenues and expenditures, but higher property t…
Government Financial Management and the Coronavirus Pandemic: A Comparative Look at South Korea and the United States
The novel coronavirus (COVID-19) is an infectious respiratory illness afflicting people to a degree not seen since the flu pandemic of 1968 when approximately one million lives were lost worldwide. What makes COVID-19 distinct is the rate at which it spread throughout the world, stress-testing health care systems and stymieing global economies. To confront this unprecedented crisis, nearly every country has been developing a wide range of policy …
The effects of tax and expenditure limits on state fiscal reserves
To help policy makers manage expenditures during periods of economic downturns, most states have formal budget stabilization funds and unreserved fund balances. Using indices of tax and expenditure limitations laws restrictiveness, we examine the relationship between tax and expenditure limitations and state reserves for years 1992–2010 to help determine the extent to which tax and expenditure limitations constrain or in other ways affect how sta…
Temporal Disaggregation: Methods, Information Loss, and Diagnostics
This research provides a generalized framework to disaggregate lower-frequency time series and evaluate the disaggregation performance. The proposed framework combines two models in separate stages: a linear regression model to exploit related independent variables in the first stage and a state--space model to disaggregate the residual from the regression in the second stage. For the purpose of providing a set of practical criteria for assessing…
Handling Endogenous Regressors by Joint Estimation Using Copulas
We propose a new statistical instrument-free method to tackle the endogeneity problem. The proposed method models the joint distribution of the endogenous regressor and the error term in the structural equation of interest (the structural error) using a copula method, and it makes inferences on the model parameters by maximizing the likelihood derived from the joint distribution. Similar to the “exclusion restriction” in instrumental variable met…
