Pragmatism in IR: The Prospects for Substantive Theorizing
The contributors to this forum all draw significantly from pragmatist philosophy and social theory for making sense of international politics. Collectively, we affirm the value of pragmatist work beyond metatheory and methodology, both politically and epistemically—that is, as both a moral project and an explanatory one. Indeed, we are especially united on the notion that pragmatism “bridges” the divide between these things, and several contribut…
Theorising praxis and practice(s). Notes on Silviya Lechner’s and Mervyn Frost’s Practice Theory and International Relations
Silviya Lechner’s and Mervyn Frost’s book Practice Theory and International Relations offers a new approach to theorise international relations in terms of ‘practices’. It is a welcome contribution to an intensifying debate about ‘praxis’, ‘practice’ and ‘practices’ because Lechner and Frost actually engage key authors of praxis, such as Ludwig Wittgenstein, who, in IR, have often only been referenced in passing. While the rediscovery of Wittgens…
Theory Must Not Go on Holiday. Wittgenstein, the Pragmatists, and the Idea of Social Science
In many ways the “practice turn” in international relations (IR) was a mere “practices turn,” in that it essentially sidelined what were presumably two key inspirations of this “turn,” namely the philosophy of Ludwig Wittgenstein and American pragmatism. This article argues that—despite obvious differences—Wittgenstein and pragmatism share a general commitment to the primacy of practice and the constitution of meaningful action in language that r…

The field of IR has been described as an “‘inter’-type discipline,” in the sense that it is devoted to studying the interactions of different kinds of international actors (Lapid 1996, 10). However, despite the fact that the discipline has never been blind vis-à-vis the “in-between” (or relational) dimension of the subject matter (Kaiser 1971, 791; Rosenau 1990, 40–42; Kratochwil 2007, 502–3), much of the focus in recent years’ discussions has, i…
The Transformation of Foreign Policy: Drawing and Managing Boundaries from Antiquity to the Present
The study of foreign policy is usually concerned with the interaction of states, and thus with governance structures which emerged either with the so-called 'Westphalian system' or in the course of the 18th century: diplomacy and international law. As a result, examining foreign policy in earlier periods involves conceptual and terminological difficulties, which echo current debates on 'post-national' foreign policy actors like the European Union…
Germany's world: Power and followership in a crisis-ridden Europe
EUrope and Germany face unprecedented crises. Given its role as EUrope's “central power” the article explores how Germany looks at its environment and how the world looks back. I offer five cuts of Germany's world, that is, how its power, place and ambition might be described from different angles. First, I examine a “structural” interpretation of EUrope's setting which shows a certain affinity with German visions of a rules-governed world. Next …

Linking Foreign Policy and Systemic Transformation in Global Politics: Methodized Inquiry in a Deweyan Tradition
Change at the level of the international system as a whole has always been a challenging subject matter in IR. This is especially true with regard to the link between foreign policy agency and systemic transformation—processes of societal re-creation at the global level of interacting states, societies, and human beings which are significantly shaped by socialized foreign policy agents. In IR and foreign policy analysis, this link is largely take…

Fishing in the mild West: Democratic peace and militarised interstate disputes in the transatlantic community
According to many of its proponents, the proposition that democracies do not fight each other is ‘as close as anything we have to an empirical law’. However, there have been several incidents among solidified liberal democracies where force was threatened or even used. Since these inter-democratic militarised interstate disputes (MIDs) almost always took place in the context of fisheries disputes, we examine two of these conflicts in detail: the …

De-Europeanization by Default? Germany's EU Policy in Defense and Asylum: De-Europeanization by Default
Since the end of the Cold War and unification, Germany's policy toward and within the European Union (EU) has undergone significant changes. Once a model “Europeanist,” Germany has become increasingly reluctant to support the progressive implementation of key projects of European integration. Neither an instance of a planned strategic change nor a result of an inevitable adaptation to structural shifts at the systemic level, these changes in Germ…
Are Dialogue and Synthesis Possible in International Relations
Editor's Note:Descriptions of the state of the art in international relations usually oscillate between the diagnosis of an impoverished present and visions of a better future based on dialogue, pluralism, and synthesis. It may be difficult to come up with any precise measure of the “growing frustration with this rather ‘anarchic’ field.” Yet “the lack of dialogue among subfields and specializations” is felt by many (Hermann 1998:606,). Where par…
Germany and the use of military force: Total War’, the ‘Culture of Restraint’ and the Quest for Normality
For most of the past century, Germany's attitudes towards and practices of war have deviated from those of other Western countries. After the conduct of war had been pushed to new extremes during the Third Reich, following the Second World War Germans turned into zealous proponents of antimilitarism. Since the late 1980s, the discrepancy between Germany and its Western partners has, however, been shrinking, as Germany has shown a growing readines…

The sirens of power and German foreign policy: Who is listening
The unification of Germany has, unsurprisingly, provoked much speculation as to the future foreign policy of the country. Two images ‐ Germany as Gulliver and Germany as Ulysses ‐ have dominated the debate, each coming in a popular and an academic version. This article analyses German foreign policy behaviour and discourse in order to determine which one is more accurate. As to behaviour, the article examines two examples from the core sector of …

In conclusion: Dialogue and Synthesis in Individual Scholarship and Collective Inquiry
We cannot regard truth as a goal of inquiry. The purpose of inquiry is to achieve agreement among human beings about what to do, to bring about consensus on the ends to be achieved and the means to be used to achieve those ends. Inquiry that does not achieve coordination of behavior is not inquiry, but simply wordplay. (Rorty 1996:40) Historically, international relations as a discipline has come to view dialogue and synthesis as incompatible obj…
