The Nordic Model of Father Quotas in Leave Policies: A Case of Policy Transfer

Traditionally, Europe stands out as the region where data protection regulation is strongest throughout the world. With its General Data Protection Regulation (GDPR), the European Union in 2016 updated its claim for leadership in this policy realm by adopting measures which better meet the challenges of digitalisation. The Limits of Change: German Family Policy and the Dynamics of Policy Transfer 2009–2017
German family policy has undergone path shifting reforms departing from the traditional male breadwinner model during the 2000s. These reforms were partially the result of policy transfers from European soft law and the Nordic family model. This contribution analyses which role 'learning from abroad' played for the path of German family policy in the years following these reforms and which factors help to explain these dynamics. The actual effects of the European Union (EU) on member states’ pension policy are more extensive and complex than the contractual basis suggests.
