Politicizing poverty indicators
This article examines how the at-risk-of-poverty or social exclusion (AROPE) indicator, used to monitor the EU’s anti-poverty targets within the Social Open Method of Coordination (OMC) and later the European Semester, is mobilized in struggles over ideational power. Analysing Parliamentary Questions (PQs) in which Members of the European Parliament (MEPs) and the European Commission (EC) refer to AROPE, we show how benchmarks function as discurs…

Artykuł analizuje potencjał i wyzwania związane z wykorzystaniem cyfrowych metod analizy dużych zbiorów tekstów w naukach społecznych na przykładzie badania unijnej polityki przeciwdziałania ubóstwu i wykluczeniu społecznemu w latach 2001-2021.
Benchmarking and the Technicization of Academic Discourse
Drawing on the critical discourse analysis of journals and working papers from 2011-2020 referring to the at-risk of poverty or social exclusion composite indicator (AROPE), we shed light on how benchmarks technicize academic discourse, particularly in its part contributed by economists. First developed to measure progress towards the poverty target set in the EU's Europe 2020 strategy, AROPE has easily permeated academic debate. Its anchoring in…
When a Human Says “No” to a Computer
Facing Trajectories from School to Work
Understanding convergence and divergence
Italy and Poland present similarly weak minimum income protection models, yet this results from two different policy trajectories in the last 15 years: both countries actually introduced a minimum income scheme (MIS) between the late 1990s (Italy) and the early 2000s (Poland), but later developments were characterized by policy reversal in the Italian case vis-à-vis institutionalization in Poland. The paper therefore addresses two intertwined puz…
