The European Parliament and the Origins of New Policy Fields: A Creative Political Laboratory in the Long 1970s
Contributing to the growing literature on post-war European democracy from a transnational and comparative perspective, this article explores the role of the European Parliament in pushing the European Community to engage in new transnational policy fields in the long 1970s. Drawing on a wide range of archival sources, parliamentary debates and media coverage, it compares three then-new issue areas and policy fields with limited or no explicit le…

In seiner Analyse betrachtet der Artikel einen Bereich, der als Schlüssel zu gesellschaftlicher ebenso wie wirtschaftlicher Integration der Betroffenen sinnbildlich steht für d…
The Parliamentary Roots of European Social Policy: Turning Talk into Power
A Parliament for the People? – The European Parliament’s Activism in the Area of Social Policy From the Early 1970s to the Single European Act
The formal powers of the European Parliament (EP) prior to the Single European Act (SEA, 1986) were marginal. However, this limited formal role did not correspond to the perception of the early Members of the EP (MEPs) as to what role the EP should play in Community policy-making. Predominantly driven by pro-integrationist ideas of ever-closer union - and of an ever-stronger Parliament - MEPs became activists for deeper political as well as insti…
The European Parliament’s youth policy, 1952-1979: An attempt to create a collective memory of an integrated Europe
Becoming Europe's Parliament: Europeanization through MEPs' Supranational Activism, 1952–79
The European Parliament (EP) – today one of the most powerful actors at EU level – was intended to be a mere consultative assembly at the founding of the European Communities. This article studies the beginnings of the EP's parliamentarization, from its establishment in 1952 to its first direct elections in 1979. In so doing, the article demonstrates that despite the fact that careers were made at the national level, MEPs swiftly began to behave …
The Informal Construction of Europe
Informal dimensions of European integration have received limited academic attention to date, despite their historical and contemporary importance. Particularly studies in European integration history, while frequently mentioning informal processes, have as yet rarely conceptualised the study of informality in European integration, and thus fail usually to systematically analyse conditions, impact and consequences of informal action. Including ca…
Intra-Party Group Unity in the European Parliament Prior to its First Direct Elections in 1979
This article examines the inner unity of the European Parliament's (EP) party groups prior to its first direct elections in 1979, at a time when such unity was technically not necessary, given the EP's dominantly consultative role, according to the Treaties; and when no electoral incentives and few disciplinary tools could be used to enforce unity. Using semi-structured interviews with former Members of the EP (MEPs) from all EP party groups exis…
Far Beyond the Treaties’ Clauses: The European Parliaments’ Gain in Power, 1952-1979
The European Parliament (EP) can be considered the boldest advocate for ever more European integration. Its members (MEPs) have been pushing for broad Community competences in economic, social and financial policy matters from the EP’s first years of existence – a time in which member states struggled to agree on mere political rapprochement in major parts of the above-mentioned areas, and also a time in which the EP had, according to the Communi…
Pushing the Boundaries. New Research on the Activism of EU Supranational Institutions
This contribution introduces the concept of ‘activism’ to the study of EU supranational institutions and their role in EU policy making and European integration. While long present in studies of the European Court of Justice, ‘activism’ has rarely been examined systematically in the context of analyses of other supranational institutions. This contribution offers a definition of ‘supranational institutional activism’, examines its analytical usef…
