Contested identities in Europe
Citizens need to be educated. However, both understandings of citizenship and the education required to disseminate them are inherently contested. After presenting an analytical framework that allows for a conceptually grounded analysis of such contestation, this introduction draws on the papers included in the special issue to identify three axes that have structured the debate around citizenship education in modern Europe: the roles of the stat…
Shaping illiberal citizenries
Educational structures do not only have pedagogical implications; by defining and ranking categories of teaching and learning, and by assigning individuals to these categories, they also contribute to shaping the identity and stratification of citizenries. It is this latter dimension that is often mobilised in the political debate on structures. Existing literature in sociology and politics shows that the main parties in post-World War II Europe …
Multidimensionality Matters
The effects on social mobility of stratifying pupils into different educational pathways have been debated for decades. We intervene in this debate by showing that stratification in secondary schooling is multidimensional. The extent of differentiation into separate tracks is distinct from hierarchy between tracks. To address data limitations in existing research, we collect novel data on education policies from 1945 onward for 16 European countr…
Who polarises? Who targets? Parties’ educational speech over the long run
How do political parties speak about education? While struggles over education played a foundational role in structuring modern partisan cleavages, scholars debate the extent to which parties still adopt distinct rhetorical stances on education. Existing data, however, is limited to studying broad public support or opposition to educational expansion, restricting both our empirical knowledge of the politicisation of education and our ability to t…
Far-right parties and the politics of education in Europe
Formal education shapes the distribution of opportunities and cultural profile of European societies. Political parties, in turn, play a key role in shaping formal education. Focusing largely on the traditional contenders for government in Europe, research on the politics of education shows that parties prioritise redistributive issues and politicise them in line with their electorates’ material interests. It remains unclear to what extent these …
Education as a tool of social equality
Do political parties approach education with different social policy aims? We argue that while parties have adopted a common language of equality as an aim of education, they draw on different conceptions of it linked to diverging social projects. To make this argument, we first normatively distinguish education as a tool for creating equal opportunity, equal outcomes, and representational diversity. We then draw on an original dataset coding the…
Center-Right Parties and Post-War Secondary Education
The massification of secondary schooling constitutes the key educational project of the first post-war period. However, the resulting educational structures differed in terms of streaming and standardization. Despite their historical opposition to such expansion, center-right parties contributed to shaping these reforms. They generally opposed standardization because their distributive strategy rested on support from elites and middle classes. Ho…
Seeds of authoritarian opposition
Since the 1980s, right-wing extremism, radicalism, and populism have emerged as transformative forces in European politics. This unexpected resurgence has triggered an interdisciplinary scholarly effort to refine our understanding of the far right. Educationalists, however, have largely been absent from this endeavour, leaving us unable to theorise and address the potential effects of the far right’s political and cultural growth on European educ…
Teacher politics bottom-up
Education policy is generally understood as a multi-layered process, consisting of diverse interconnected phases. Studies of these interconnections typically ask whether and how the generation of official policy from the top-down affects micro-politics, i.e. how teachers experience and execute their work. The assumption that policy is influenced in the reverse direction is widely held, but has seldom been studied empirically. Little is known, the…

Nativist Authoritarian Far-right Flirtations with Progressive Education
Progressive education is generally thought to bear little commonality with authoritarianism and nativism. However, several studies show far-right governments and movements embracing progressive tenets. This article investigates the reasons behind this phenomenon by confronting the educational ideas of key far-right parties and educators in interwar German- and Italian-speaking Switzerland. Our systematic analysis of texts produced by these actors…
How to educate an authoritarian society
Despite its image as an antifascist stronghold, interwar-Switzerland hosted several fascist movements. So far, research has not remarked upon the extraordinarily strong involvement of educators in these groups. Exploiting Switzerland’s particular situation in this period, this paper aims to shed new light on the relationship between authoritarian politics and education. To this end, we analyse the educational writings by activists of the main Swi…
National unity in cultural diversity
By the end of the nineteenth century, the relationship between the state, language and schooling had become extremely close: a state was supposed to be “national”, and a real nation was supposed to be monolingual. Following the literature on nation-building, it is because schooling was charged with the task of forming such nations that curricula intended for the great majority of pupils included only one language. The theory of a direct effect of…
