Kontra-partido’
A long-recognized problem of healthcare devolution in many developing countries is its inextricability from the influences of local politics. This has been particularly self-evident in the Philippines, where, since the adoption of the Local Government Code of 1991, the devolution of health governance, planning, administration and service delivery has placed the health system largely under the control of individual provinces, cities, municipalitie…
Religious Protection from Populist Violence
Populists often demonize outgroups while undermining institutions that protect citizens against the abuse of state power. Under these conditions, how can vulnerable communities protect themselves? We argue that actors coupling a normative commitment to human rights with the local organizational capacity to intervene can systematically reduce victimization. Focusing on the Philippine Catholic Church in the country's ongoing “drug war,” we identify…
Teacher Education in the Philippines
The Philippines’ dismal performance in recent international assessments (e.g., PISA in 2018; TIMSS and SEA-PLM in 2019) evince that a learning crisis persists and remains a formidable challenge for the country. This is despite the many educational reforms undertaken in recent years, such as resolving the decades-long backlog in school infrastructure, expanding access to early childhood education, upgrading teacher salaries, and enhancing the basi…
Creative Self-efficacy, Political Decision-making, and Offline and Online Political Participation
Creativity plays an important role in politics in both online and offline spaces. Creative forms of political participation have long been tools of disenfranchised groups in their efforts to influence the government. Further, the rise of online creative participatory cultures has afforded new opportunities for civic and political involvement. Creative forms of participatory politics have the potential to facilitate exposure to ideas, foster dialo…
The Philippines’ antidrug campaign
Depicting Science in a Public Debate
In 2015, the Philippine Supreme Court ruled against the field testing of Bt eggplant, a genetically modified crop. This decision was covered extensively in the local press, forcing scientists to defend their research. We used qualitative, inductive analysis to examine how three news outlets constructed science in their coverage of the issue. We found that science was constructed through four themes: science searched for proof, absolute consensus …
Crystallising the official narrative
News media’s construction of crime and drugs can shape and change public perceptions and influence popular acceptance of policy and state responses. In this way, media, through selection of sources and framing of narratives, act as important agents of social control, either independently or indirectly by state actors. This article examines how the Philippine government’s anti-drug campaign, and the thousands of deaths resulting from them, has bee…
Valuation of Women’s Virginity in the Philippines
Despite increasing sexual liberalization, virginity and its loss persist as contested and highly gendered concepts in many parts of Asia. According to theories in feminism and sexuality studies, virginity may be socially constructed as either a gift, a stigma, an act of worship, or a process. This paper examines the socially constructed values and meanings ascribed to women’s virginity in the context of the Philippines. We synthesize findings fro…
How Voters Combine Candidates on the Ballot
In the Philippines, senators are nationally elected officials, and citizens vote for 12 candidates every three years. The country’s electoral features include a weak party system, a low-information environment for voters, and a history of political dynasty rule and preponderance of media celebrities in elected political offices. The article first applies cluster analysis on exit poll data for the 2010 Senatorial Election and then examines predict…
ICTs in political engagement among youth in the Philippines
Political engagement among young activists in the Philippines has changed since new media technologies have gained critical mass. This article reports on how engagement has been redefined by the young and how information and communication technologies (ICTs) have contributed to the amplification of their voices in political life. Activists and ordinary youth were interviewed through unstructured individual and group conversations, and they were a…
Framing in Legislation
Finding Frames
Detecting media frames has spawned a variety of methods, but very little has been done to investigate whether these methods provide comparable results. This article compares the results of two kinds of human coding framing analysis. The first is a method developed by Matthes and Kohring (2008) Matthes, J. and Kohring, M. 2008. The content analysis of media frames: Toward improving reliability and validity. Journal of Communication, 58: 258–279. […
Framing the population debate
This study compares frames constructed by two sides of the Philippine population management debate with media frames of the issue. Analysis was conducted through neural network analysis with the CatPac computer program. On the one hand, supporters of the policy use a ‘development frame’ which defines population as a problem borne out of people having large families; it is argued that unchecked population growth negatively impacts on development o…
Learning Political Information From the News
Much has been written about the role of motivations in driving information-seeking behaviors. Literature in cognitive and educational psychology recognize that motivations play an important role in stimulating learning. The quality of learning, operationalized as retention of new information in memory, is influenced greatly by the level and type of motivation that drives people's learning. In this dissertation, we are interested in how motivation…
The Social Diffusion of Influence Among Adolescents
One route to influence in mass communication campaigns to reduce risky behavior is through interpersonal discussion of the content of the campaign and other behaviors pertinent to those targeted by the campaign. The goal of this study was to test the effects of online group interaction among adolescents about antimarijuana advertisements on relevant attitudes and behaviors. A between-subjects post-only experimental design was used to test two cro…
