  • Local Fiscal Health in Russia: An Achilles’ Heel of Fiscal Federalism

Andrey Yushkov, Michael Alexeev et al.•ARTICLE•International Journal of Public…•2026

This article is the first attempt to systematically study local public finance in contemporary Russia. We document that local governments do not have sufficient own-source revenues, are increasingly more dependent on intergovernmental fiscal aid, lack access to market borrowing, and suffer from structural flaws in the design of intergovernmental fiscal relations. Additionally, we present the results of the modified Brown’s 10-point test to compar…

  • Carrots and Sticks of Authoritarian Federalism: Fiscal Incentives of Elected and Appointed Governors in Russia

Open Access•Andrey Yushkov, Kathleen Gergely et al.•ARTICLE•Publius The Journal of Federalism•2025•Cited by: 1•References: 49

Why may personalist authoritarian regimes create different fiscal incentives for elected and appointed officials? This article examines how Russia’s federal government used intergovernmental transfers to manage regional executives during the country’s shift from gubernatorial appointments back to direct elections in 2012. We show a striking divergence: appointed governors who expanded their tax base were rewarded with additional discretionary tra…

  • Russian regions in wartime: Fiscal and economic effects of the Russo-Ukrainian war

    Andrey Yushkov, Michael Alexeev•ARTICLE•Post-Soviet Affairs•2024•References: 2

This article addresses the economic and fiscal consequences of Russia's full-scale invasion of Ukraine for subnational governments in Russia. Using annual fiscal and economic data, we study how different groups of regions have been affected by the ongoing Russo-Ukrainian war. Despite the Russian economy being more resilient to a sanctions shock than initially predicted, we document several important negative tendencies at the regional level, some…

  • On the determinants of regional government debt in Russia

    Craig L Johnson, Andrey Yushkov•ARTICLE•Eurasian Geography and Economics•2022•Cited by: 1•References: 9

This paper provides an analysis of the determinants of regional government debt in the Russian Federation using data from 2005–2017. We document that total indebtedness of Russian regions has grown substantially since 2010 and find significant changes in the structure of regional debt, primarily the increased use of budget credits offered by the federal government. Market debt instruments are determined by a different set of factors than non-mark…

  • Fiscal Federalism in Russia through the Lens of Government Programs Implementation
