Parler pour représenter
This special issue examines the relationship between language and parliamentary representation across the Francophone world through four complementary lenses: (1) a historical perspective on the functions of ‘parliamentary speech’ (France); (2) constitutional and case-law frameworks governing language use (Canada, Belgium); (3) rules and everyday practices of multilingualism in legislatures (Switzerland); and (4) technological shifts reshaping dr…
Political Participation and Electoral Shifts in Luxembourg’s 2024 European Elections

Councils of State in Europe in their advisory and legislative functions
This special issue explores the Council of State as an institution at the heart of the workings of the political-administrative system of many European states. More specifically, it dwells on the consultative and legislative functions of the Council of State as an institution. This special issue shows through the analysis of the cases of five European countries (France, Belgium, Spain, Italy and Luxembourg) in what ways the consultative action of…
Transforming Unitary States into Federations
The theory of congruence in comparative federalism holds that institutional design will, eventually, reflect societal divisions by transferring central powers to new, autonomous entities. While this model helps to understand why many divided societies adopt federalism, it cannot explain why only certain unitary states transform into federal ones while others do not. We use a historical institutionalism approach to identify the critical junctures …
The ideational origins of European democratization
Are “Plural Societies” Conflict Generating? An Itinerary to a Structuring Concept in Political Science B etter known today under the name “pluralistic society” or “divided society”, “plural society” has been a transitional concept in political science since World War II. Indeed, the political stability which certain societies containing various cultural groups have experienced has resulted in a major field of research: consociationalism. Meanwhil…
The Causal Pattern of Collective Memory in a Community Conflict
Although it has been clearly established that collective memory is a potential source of ethnic conflicts, it remains to clearly formulate the causal pattern under which the past becomes an agent of action. Following Arthur Stinthcombe's differentiation between “historical causes” and “constant causes,” this article analyzes collective memory in the Belgian case as a “constant cause.” In Belgium, the community conflict surrounding the increasing …
