The recovery and resilience facility as a transition stabiliser: Recovery agendas across government transitions
The European Union's (EU) Recovery and Resilience Facility (RRF) has profoundly transformed EU economic governance, yet we know less about how its performance-based architecture operates when Member State governments change during implementation. This article introduces a temporal perspective by conceptualising the RRF as a ‘transition stabiliser’ anchoring reform and investment trajectories over a six-year horizon, raising the political and fina…
Silenced contestation? Explaining the ‘quiet implementation’ of the European Union’s recovery and resilience facility in Spain and Italy
The Recovery and Resilience Facility (RRF) has marked a transformative development in the European Union (EU)'s economic governance. Its ambition prompted tense negotiations at EU level. Yet implementation within member states has proceeded with remarkably little contestation. This article examines the puzzle of the RRF's 'quiet implementation' at national level. Drawing on an analytical framework that contrasts democratic legitimacy (the involve…

Large‐Scale Crises and Variation in Social Democratic Europeanism: The Italian Democratic Party
Since the late-2000s Great Recession and the beginning of the “polycrisis” era, scholars have reignited their interest in the (problematic) relationship between social democracy and European integration. What was the impact of the latest large-scale crises—the Covid-19 pandemic and the Russian full-scale invasion of Ukraine—on this relationship? In this article, we empirically assess the reaction of social democracy to these events in terms of pa…
Legitimacy and political dissensus in the implementation of the Recovery and Resilience Facility: The case of Italy
This article examines the links between legitimacy, politicisation and the rise of political dissensus in the context of the implementation of the Recovery and Resilience Facility (RRF). In particular, it assesses democratic, technocratic and procedural legitimacy against the vertical, inter-level relations between EU institutions and national authorities in the elaboration of the National Recovery and Resilience Plans (NRRPs), with a particular …

Intergovernmental integration within supranational policymaking: The European Council's role in the EU's financial response to the Covid-19 pandemic
This article examines the European Union (EU)'s financial response to the COVID-19 pandemic. To do so, it traces the role of the European Council in the policymaking process for the establishment of two innovative financial instruments – the Recovery and Resilience Facility (RRF) and the general regime of conditionality (GRC) for the protection of the Union's budget, both adopted through the ordinary legislative procedure (OLP) of the supranation…
A quiet convergence: The 2022 full‐scale Russian invasion of Ukraine and Italian Parties' positions on the European Union
We investigate the impact of the 2022 Russian invasion of Ukraine on domestic party competition over the European Union (EU) in its immediate aftermath, with a focus on the case of Italy. Drawing on a discursive neo‐functionalist framework, we perform OLS regression analysis on a dataset of more than 10,000 Facebook posts retrieved via CrowdTangle. Our findings show that Italian parties converged towards supportive EU positions following the full…
The discursive framing of European integration in EU-wide media: Actors, narratives and policies following the Russian invasion of Ukraine
This article examines how major EU-wide media discursively framed European integration in terms of prevalent actors, narratives and policy areas in the context of the Russian invasion of Ukraine. Based on the combination of theoretical insights from discursive institutionalism and the grand theories of European integration, the article performs a qualitative analysis of textual content in six of the most influential EU-wide media sources as of 20…
Italian parties and the European Union's response to the Russian invasion of Ukraine: A qualitative content analysis
This paper analyses Italian party positions on the EU's response to the Russo-Ukrainian war, singling out the adoption of sanctions against Russia, the provision of military support to Kiev, enlargement to Ukraine and the welcoming of Ukrainian refugees into the Union's territory as the four main dimension of such a response. The paper draws on the literatures on cleavage politics, the inverted U curve and the differentiated forms of politicisati…
Ruling in turbulent times: Government crises in Italy and Israel during the Covid-19 pandemic
COVID-19 constitutes an unprecedented exogenous shock for democratic political systems across the globe. During this turbulent period, Italy and Israel have also experienced a government crisis. Building upon the “coalition life cycle” and the “critical events” approaches to government stability, this article explores the trajectories of the government crises in Italy and Israel in times of COVID-19. The article examines the impact of the cabinet…
Collective Policy Learning in EU Financial Assistance: Insights from the Euro Crisis and Covid‐19
This article examines policy change in the EU’s financial assistance regime through a collective learning perspective. By defining a financial assistance regime as the set of rules governing the disbursement and withdrawal of funding to the member states in the context of crisis management, the article seeks to address the following research question: How can we explain the exact form of change in the EU’s financial assistance regime between the …
The Covid-19 pandemic and institutional change in the EU’s financial assistance regime: The governance of the Recovery and Resilience Facility (RRF)
This article aims at explaining the establishment of the Recovery and Resilience Facility (RRF) around a new governance system of EU financial assistance in response to the COVID-19 pandemic. Through a process tracing analysis and semi-structured elite interviews, the paper shows that between the pandemic outbreak and the adoption of the RRF, an ‘ideational change’ occurred about the financial assistance regime in the EU. Such an ideational chang…
Covid-19 and party competition over the EU: Italy in Early Pandemic Times
Despite receiving much attention in the literature, existing analyses on the impact of Covid-19 on European societies and politics do not investigate the consequences for party competition over the European Union (EU) dimension. To this end, this article asks whether the pandemic affected the salience of the EU issue and the related party positions in Italy during the 'first wave' of the crisis. The analysis relies on an original CrowdTangle data…
