  • Community-based outcomes of interlocal cooperation in social services

Germà Bel, Joël Bühler et al.•ARTICLE•Public Management Review•2025

We investigate the effects of interlocal cooperation in social services, focusing on two poverty-related outcomes: guaranteed minimum income and housing rental support. Using a rich database on municipalities in Catalonia, we firstly apply a quasi-experimental strategy and then perform robustness analyses using panel models. Our most robust results indicate that cooperation has a positive and significant effect on rental assistance, but no signif…

  • Joining forces or going solo? The political and economic dynamics of intermunicipal cooperation

Open Access•Germà Bel, Esther Pano Puey et al.•ARTICLE•Journal of Public Policy•2025•References: 75

The suboptimal size of municipalities is often a challenge for service delivery due to scale limitations. Intermunicipal cooperation (IMC) has expanded as an alternative to top-down amalgamations, offering a more flexible and typically voluntary approach. Many studies have been devoted to understanding the driving factors of IMC, providing static empirical evidence on the characteristics of cooperating municipalities. This article contributes to …

  • Institutional transparency and gender

Esther Pano Puey, Jaume Magre et al.•ARTICLE•Information Polity•2021•References: 12

Despite the growing interest in transparency policies and, concomitantly, the need to include a gender perspective in analysing the actions of public authorities, the intersection of both fields has attracted limited attention from the research community. The scarce contributions to this topic do not provide a framework that supports an empirical examination of institutional transparency and gender, and therefore, the implementation of these poli…

As a result of the austerity policies applied in Europe after the global economic crisis, some of the New Public Management proposals were reactivated, particularly the outsourcing of public services. Given the negative and unforeseen consequences, observed in many cases after its implementation, a set of opposite reforms emerged as the economic situation improved. Re-municipalization strategies or return to public hands of previously privatized …

  • Beyond size

Open Access•Esther Pano Puey, Jaume Magre Ferran et al.•ARTICLE•International Review of…•2018•Cited by: 5•References: 4

The Spanish local system is characterised by strong fragmentation and a large number of local territorial entities. One of the possible ways of compensating for this small size is through associations of municipalities, which may empower their members to provide better services and may increase their ability to solve problems. However, the size of the municipalities may not be the only important factor. Indeed, other dimensions of size, such as t…

  • Mayors facing local government reforms

    Open Access•Miquel Salvador, Esther Pano Puey•ARTICLE•Revista Española de Ciencia…•2018•Cited by: 2•References: 12

Local public authorities have traditionally been an area for experimenting with reforms of varying impact for the overall institutional framework. In implementing these reforms, a prominent part has been taken by mayors in their role as the highest-ranking officials in their organisations. This article reports evidence for, and reflects on, the connection between the figure of the Spanish mayor (in the way mayors perceive their own role) and thei…

  • Dealing with Austerity

Lluís Medir Tejado, Esther Pano Puey et al.•ARTICLE•Local Government Studies•2017•Cited by: 5•References: 21

Southern countries are undergoing a severe economic crisis that has renewed debates about the available strategies to economize their public resources. Political leaders have launched a wide range of different strategies aimed at reducing spending. According to generally accepted political discourse, drastic actions should be taken to guarantee economic and financial sustainability in times of austerity. We explore the main measures adopted by Sp…
