Gender Fatigue in the Nordics
This article investigates the phenomenon of gender fatigue as a covert form of potential backlash against gender equality in Denmark and Norway—two countries often perceived as frontrunners in gender equality. While overt backlash, involving explicit efforts to roll back equality gains, is rare and lacks mainstream appeal in these countries, more subtle forms of resistance to gender equality can be detected. Based on representative surveys conduc…
The Local Party Branch and the Council Party Group
The relationship between the local party branch organisation and local councillors has been left largely unexplored in the party literature. We explore how this relationship varies within the case of Norway – a multi‐party system with large variation in municipal size. Based on a survey of leaders of municipal party branches and local lists, as well as qualitative interviews with branch and list leaders, we analyse the causes of variation regardi…
What makes people trust or distrust politicians? Insights from open-ended survey questions
High political trust is often interpreted as a sign of good democratic health, and widespread distrust as a sign of democratic ill health. However, there is little knowledge about the basis on which people make assessments about whether to trust or distrust political actors. This article develops and applies a typology for political trust judgement. Through a content analysis of 1,105 open-ended survey questions about political trust and distrust…
Lokaldemokratiets deltakere
Why Norway has more female local councillors than Denmark
The article explores why women are better represented in municipal councils in Norway than in Denmark. This comparative case study offers a most similar systems design, as these two countries are similar on most relevant institutional variables, such as local government systems, electoral systems, party systems and societal gender equality, but they deviate on the dependent variable of women’s representation. Two unique comparative data sets are …
Political changemakers in Norway
This article contributes to the knowledge of interest groups' political power. It examines how interest groups shape political debates and decision-making, and what strategies are most successful to this end, through an in-depth case study analysis of the Norwegian transposition of the revised EU policy on public procurement. The case is unique as it illustrates a policy process that changed direction at the eleventh hour, embodies an ideational …
A gender-generation gap in political representation? The contingent impact of preference voting in Norwegian municipal elections
The article analyses the impact of preference votes on the gender balance in municipal councils in Norway, and to what extent this impact varies with candidates' age, party and local context. We compare actual representation with a hypothetical closed-list outcome. The analyses show that both local political representation and the impact of preference votes are characterised by a gender-generation gap. Older women are underrepresented, while youn…
When do consultative referendums improve democracy? Evidence from local referendums in Norway
Consultative referendums may provide crucial information about public opinion but have received little attention in the literature compared with their binding counterparts. In this article, we analyse 221 Norwegian local consultative referendums on municipal amalgamation using the Venice Commission’s code on referendums. Much of the referendum literature suggests that consultative referendums are in fact binding. The municipal councils followed t…
Education and Elderly Care in Denmark, Norway and Sweden
This chapter analyses the national legal and policy context for the private provision of publicly financed education and elderly care services in Denmark, Norway and Sweden. We describe the EU Public Procurement Public procurement Directive and its implementation at the national level in each country, as well as the national policy standards within each country. We found considerable similarity between the national policies of the three countries…

Local election blogs
This article explores the role of social media (essentially blogs) in the 2011 Norwegian local election campaigns. We commence by developing a framework for investigating political communication using the social media that conceptualises the horizontal and vertical conversation along two dimensions: participants and interaction. Next, we apply our framework in a case study of election blogs in twelve Norwegian municipalities using multiple data s…
