Hidden in plain sight: Oil heritage in a still-industrial city
Baku, Azerbaijan, is one of the most significant historical sites of industrial oil production in the world. Yet, the oil industry is largely ignored in the official heritage and tourism strategies. Drawing on ethnographic research in Baku, this article examines the place of the industrial past in the top-down and bottom-up heritage practices. It identifies three different heritage discourses pursued by different actors: the government, state-lin…
Ethnic Boundaries and Territorial Borders: On the Place of Lezgin Irredentism in the Construction of National Identity in Azerbaijan
The Lezgin irredentist movement is one of the less-studied national movements in the post-Soviet space, despite affecting the strategically important Russian-Azerbaijani borderlands and the bordering process between the two post-Soviet states. This article aims to fill this gap and to examine the impact of the Lezgin national movement on the development of territorial nationalism in early post-Soviet Azerbaijan. Based on the analysis of media pub…
Informal Practices in the Making of Professionals: The Case of Engineers in Soviet and Post-Soviet Azerbaijan
This study expands the understanding of the role of informality in post-socialist professions by examining the use of informal practices by an under-researched professional group of engineers in Azerbaijan. We use in-depth interviews with engineers educated in Soviet and post-Soviet periods to trace changes and continuities in the use of informal practices in their education and work. The study found that although many practices inherited from th…
Mapping the mobility of Azerbaijani Soviet engineers: Linking West and East
Based on interviews with 33 Soviet-educated engineers in Azerbaijan, this article explores their patterns of mobility within and beyond the Soviet Union during late Soviet period (1970s–1980s). Within the Soviet Union, engineers from Azerbaijan traveled to Moscow and Leningrad to study and become familiarized with new technologies and to less developed parts of Soviet Union, notably Central Asia, to transfer their knowledge and experience. While …
Post-Soviet small businesses in Azerbaijan: The legacies of the Soviet second economy
This article explores the legacies of Soviet second economy among entrepreneurs in Azerbaijan. Although many scholars have linked postsocialist informality with the practices of the Soviet second economy, the extent of the continuity between Soviet and post- Soviet informality is rarely examined empirically. Drawing on a number of in-depth interviews, two case studies – of one successful and one failed small enterprise – are used to illustrate th…
Negotiating welfare with the informalizing state: Formal and informal practices among engineers in post-Soviet Azerbaijan
This article discusses the use of informal practices in negotiating welfare with state institutions in Azerbaijan. One of the effects of transition to market economies in the post-socialist countries has been the partial withdrawal of the state from welfare provision and residualization of welfare. Recent research has shown that informal practices play an important role in “structuring welfare from below” (Morris & Polese, 2014b) across post-soci…
