Tale analisi c…
National parliaments’ resilience under the Euro-zone and the Covid-19 crises: Continuity and discontinuity in the Euro-national scrutiny
Among the epochal crises experienced by the EU in the last 15 years, the Euro-zone and the Covid-19 stand out for their impact on the Euro-national economic and financial governance structure, which challenges the relationship between the executive and the legislative branches and raises major concerns for the role of national parliaments. This contribution aims to analyse how national parliaments have reacted to these challenges in order to iden…
Parliamentary administrations in the bicameral systems of Europe: Joint or Divided
Parliamentary administrations play a fundamental role in support to their institutions. However, a clear comparative picture of whether, and if so how, the internal organisation of parliamentary administrations adapts to the parliamentary architecture is still lacking. The purpose of this article is to address this gap, focusing on the macro and micro features of parliamentary administrations in bicameral systems in Europe in order to assess how …
Making representative democracy work: The role of parliamentary administrations in the European Union
The article introduces the special issue on ‘Administering Representative Democracy. The European Experience of Parliamentary Administrations in Comparative Perspective’, explaining how it seeks to make a major addition to the study of parliaments as well as of public administration. It specifically aims at demonstrating that parliamentary bureaucracies are ‘silent’ organisations playing a fundamentally serving function, and yet they offer a cruc…
Parliaments in Europe Engaging in Post-legislative Scrutiny
Post-legislative scrutiny (PLS) is not completely new to European parliamentarism. In the last few decades, this activity has experienced rapid development, either pushed by supranational trends on better regulation or fostered by national constitutional reforms. However, the involvement of parliaments in the ex post stage of law-making still remains under-theorised. This article aims at providing a comparative overview of the main rules, practic…
The conference on stability, economic coordination and governance: Filling the gaps of parliamentary oversight in the EU
In the EU institutional architecture, parliamentary oversight of economic and fiscal policies is weakened by the existence of spheres of activity that tend to escape from the two ordinary channels of parliamentary representation. The consideration of existing gaps in the oversight circuit leads to investigate on the actual as well as the potential role of the Interparliamentary Conference on Stability, Economic Coordination and Governance (SECG).…
Inter-parliamentary Cooperation in the EU and outside the Union: Distinctive Features and Limits of the European Experience
The article draws comparisons between inter-parliamentary cooperation in the European Union and at the international level. It recognises that, notwithstanding a strong international imprint, inter-parliamentary relations in the EU have gradually experienced somewhat distinctive pushes, deeply embedded in the unique constitutional arrangement of the Union. On the one hand, the composite nature of EU constitutionalism, and its impact on parliament…
Inter-parliamentary cooperation as a means for reinforcing joint scrutiny in the EU: Upgrading Existing Mechanisms and Creating New Ones
This special issue develops a contextual analysis of EU inter-parliamentary cooperation in the post Lisbon Treaty framework. Indeed, it is possible to claim that there are several sources and causes for renewed EU inter-parliamentary cooperation: first, a voluntary one, i.e. the connection with the Lisbon Treaty’s intent to facilitate a wider democratisation objective; second, this time more a reaction than an initiative, the need to counterbalan…
