Delia Ferri, Francesco Palermo et al.•BOOK•Federalism and the Rights of…•2023

This book shines a light on the still unexplored relationships between federalism and disability rights. It investigates how the UN Convention on the Rights of Persons with Disabilities (CRPD) is implemented by different federal systems around the world. It analyses the effects that the obligations undertaken under the CRPD have on federal governance and on the constitutional division of powers within 14 federal systems, including those in German…

  • The Elephant in the Room

    Francesco Palermo•ARTICLE•Ethnopolitics•2020•Cited by: 1•References: 1

Ukraine is a big and diverse country. However, a regionally decentralized territorial setup has never been considered due to the extremely delicate geopolitical situation, to fears of state-capturing and, not least, to a principled approach which sees autonomy as a slope inevitably leading to secession. While the experience with autonomy in independent Ukraine has been indeed negative, this paper argues that the question should at least be consid…

  • Beyond Second Chambers

    Open Access•Francesco Palermo•ARTICLE•Perspectives on Federalism•2018•Cited by: 7•References: 3

The paper contends that bicameral systems, irrespective of their differences in composition and powers, are unfit to represent territorial interests in the national decisionmaking process, except in some residual cases. What subnational entities seek is participation rather than representation. This is why alternative, executive-based institutions in which also the national government is present are mushrooming and second chambers are ineffective…

  • No representation without recognition

Francesco Palermo, Jens Woelk•ARTICLE•Journal of European Integration•2003•Cited by: 3

For members of ethno-cultural minorities, the right of political participation means more than the right to seek to influence the outcome of a process designed to aggregate individual preferences to find a decision acceptable to a majority of citizens. Effective participation of national minorities in public life requires specific arrangements to "facilitate the inclusion of minorities within the State and enable minorities to maintain their own …
