Europe's Spaces and Boundaries
Legislation On Political Parties: A Global Comparison
This is a comprehensive study of the special legislation on political parties around the world. In a survey conducted in late 2003, 39 party laws (PLs) identified among the world's states were subjected to a systematic content analysis which confirmed the hypothesis that PLs regulate political parties differently depending on the democratic status of the respective countries. In non-democratic states, regimes tend to use PLs to restrict the freed…
Preferential Voting: Incidence and Effects
Many democratic voting systems simply present voters with a choice between parties, while others give them the opportunity to choose among individual candidates as well. This article focuses on the latter type of electoral systems, that is, those allowing for preferential voting. A classification according to the degree and type of candidate choice is presented, and the electoral systems of some 70 democracies are classified with the aid of this …
The Paradox of Integration in Intra-State Conflicts
This article examines a seeming paradox in conflict theory. Integration and interdependence between groups is frequently seen as a conflict-preventing mechanism, and ample empirical evidence can be found in support of this view. All the same, it is apparent that conflicts do occasionally break out between interdependent groups and tend to be much more devastating than other conflicts; civil wars offer ample and tragic empirical illustrations. The…

Political language: Do women make a difference
This paper examines the linguistic usage of women and men MPs in Norway in the 1950s and the 1980s. The aim is to uncover any systematic differences between women and men as to sectoral emphases and linguistic categories, as well as change over time in these respects. The rapid increase in the share of women among Norwegian MPs does not seem to have altered the basic patterns apparent already in the 1950s. The clear sectoral differences between w…
In From the Cold? Christian Parties in Scandinavia
The combination of extreme religious homogeneity and advanced secularization is a special feature of the Scandinavian societies as compared to the rest of Europe. This difference largely explains why Christian parties have remained small compared to the rest of Europe. This article surveys the creation and popular following of the Christian parties in Denmark, Finland, Norway and Sweden. The four parties acquired an image of “moral vigilantes” fr…

The Study of Election Campaigns: An Introduction
Social Structure and Campaign Style: Finland 1954–1987
This study addresses the hypothesis concerning the ideological convergence of political parties in light of election campaigns in Finland. The basic expectation is that the parties have become more alike in terms of their orientation vis‐à‐vis the electorate and in their use of propaganda techniques. The empirical data consists of editorials in the leading newspapers of the four largest Finnish parties in connection with the parliamentary electio…
Interdependence and Foreign Policy Management in Sweden and Finland
This study examines the implications of interdependence for the national institutions placed between the international and the domestic arenas of policy-making. These foreign affairs communities are hypothesized to be affected in several ways by the pressures of complex interdependence: The expanding scope of issues and the numerous actors engaged at home make for increased management complexity. The decentralization of the handling of foreign re…
High-Level Foreign Policy Coordination: A Finnish Example
Karvonen L. High-Level Foreign Policy Coordination: A Finnish Example. Coop eration and Conflict, XIX, 1984, 135-155. This article identifies four basic conditions which determine the nature of foreign policy coordination at top level: constitutional provisions and practice, degree of stability in core areas of external relations, domestic consensus on foreign policy, and changes in the scope and nature of international relations. These factors a…
Semi-Domestic Politics: Policy Diffusion from Sweden to Fin land
This article presents the main results of a research project on policy diffusion from Sweden to Finland from about 1947. Sixty innovative Swedish policies are compared in detail with Finnish policies introduced later. One-fourth of these cases display more or less identical policies in the two countries. Half of these cases of 'probable diffusion' are then subjected to detailed case study analysis. It turns out that the similarities are indeed re…
