    Most studies of European integration focus specifically on the European Union (EU). A fuller understanding of the process of integration, however, is achieved by looking at a broader group of states that comprise a ‘European regional system’.     The concept of bicommunalism may be invoked in order to clarify issues relating to Quebec's place in Canada. Since 1960 the Quebec government has put forward constitutional and fiscal demands that have implied a view of Canada as a bicommunal polity of “two majorities” (Francophone Quebec and Anglophone Canada) in contrast to a bicommunalism of majority and minority (English and French Canadians).     The article examines four themes of Robert J. Lieber's article in the APSR of March 1972: "Interest Groups and Political Integration: British Entry into Europe," bringing in new evidence from the Norwegian and Danish EEC decisions of 1972.
