  • Regulatory sandboxes and innovation hubs for FinTech

  • Drivers of fintech policy evolution

    Ringa Raudla, Egert Juuse et al.•ARTICLE•Policy & Politics•2025•References: 19

Despite the increasing importance of financial technology (fintech), there is a gap in research on the drivers of countries’ fintech policy stances. This article contributes to theoretical discussions in the public policy literature by outlining how policy learning and institutions may affect the evolution of national fintech policy stances. To test our theoretical framework, we analyse a comparative case study of the three Baltic states, which h…

  • To sandbox or not to sandbox? Diverging strategies of regulatory responses to FinTech

    Open Access•Ringa Raudla, Egert Juuse et al.•ARTICLE•Regulation & Governance•2024•References: 16

A regulatory sandbox is an emerging tool for addressing the challenges posed by the FinTech industry, but countries have embraced it to varying degrees. There is a need to systematically examine the question: Which factors explain the diverging trajectories in countries' decision to use (or not use) this instrument? This paper examines the adoption of regulatory sandboxes for FinTech in the Baltic states, where we can observe markedly divergent t…

  • The Europeanization of financial regulation and supervision on the Baltic–Nordic axis

Egert Juuse, Ringa Raudla et al.•ARTICLE•Journal of Baltic Studies•2019•References: 45

This article presents a comparative case study about the impact of Europeanization on two types of small North European states after 2008. For our case study countries, this is mainly a process of Europeanization. Our analysis focuses on interpreting the Europeanization process from the perspective of bureaucracies: we attempt to understand financial bureaucracies’ perceptions of, attitudes toward, and reactions to the post-2008 developments in f…

  • Policy learning from crisis in financial regulation and supervision

Ringa Raudla, Egert Juuse et al.•ARTICLE•Journal of Baltic Studies•2019•Cited by: 1•References: 44

The goal of the article is to explore comparatively whether the crisis of 2008–10 has led to policy learning in financial regulation and supervision by civil servants in Estonia, Latvia, and Sweden. We show that although the experience of the crisis varied significantly between the three countries, the policy lessons learnt are broadly similar in all three countries, due to the external influence of the European Union

  • The European Union as a Trigger of Discursive Change

Open Access•Ringa Raudla, Aleksandrs Cepilovs et al.•ARTICLE•Central European Journal of…•2018

Our paper explores how a rule prescribed by the European Union can bring about changes in the policy discourse of a member state. Drawing on the literatures of discursive institutionalism and Europeanization, the theoretical part discusses the factors that influence discursive shifts. The empirical part examines the discursive impacts of the introduction of the structural budget deficit rule, required by the Fiscal Compact, in Estonia and Latvia.…

  • Fiscal Policy Learning from Crisis

Ringa Raudla, Aleksandrs Cepilovs et al.•ARTICLE•Journal of Comparative Policy…•2016•Cited by: 5•References: 22

The experience of a major crisis is often expected to lead to policy learning but the empirical evidence about this is limited. The goal of the paper is to explore comparatively whether the crisis of 2008–2010 has led to fiscal policy learning by civil servants in the three Baltic countries. Despite some differences in the crisis experience, the finance ministry officials in all three countries have identified the same lesson from the crisis: fis…

  • Central Decisions, Decentralized Solutions

Riin Savi, Aleksandrs Cepilovs•ARTICLE•Journal of Comparative Policy…•2016•Cited by: 1•References: 14

The paper investigates the implications of governmental cutback strategies related to the recent fiscal crisis at agency level in Estonia and Latvia. For this purpose, the article applies a comparative case study approach, through a purposeful selection of five agencies – three in Estonia and two in Latvia – to map the maximum possible variation of before-and-after effects of the crisis on organizational responses and individual-level coping. The…
