This article explores the systems of policing that emerged in the early Cape Colony (1652–1830). Contrary to previous historical scholarship that understood the institution to be largely nonexistent or of marginal importance to the colony’s political economic development, this article argues that the Cape colony’s systems of policing, which doubled as ad hoc military organizations, were not so much weak as privatized. It shows how this persistent…

    Open Access•Paul T Clarke•ARTICLE•Comparative Studies in Society…•2025•References: 18

Scholars of various backgrounds have noted how societies across the globe have come to rely on more and more policing and incarceration since the late 1970s. To date, however, detailed analyses of the causes and consequences of this 'punitive turn' have been limited to the Global North, with the vast majority of studies focused on the expansion of states' capacity for violence. This article offers a corrective to the global study of the punitive …

  • Police and Policing

Paul Clarke, Paul T Clarke et al.•CHAPTER•2023

Policing, perhaps more than any modern institution, has become the subject of intense political contestation. Police killings have sparked clashes in the public sphere and in the streets over the role of policing in society in diverse places such as the United States, Eswatini, Brazil, France, Hong Kong, and Iran. At the same time, policing from the vantage point of policymakers is often taken as a straightforward way of reordering society, of pu…

There are grounds for arguing that the dynamic thrust of English Liberalism in the early twentieth century was in the direction of social democracy; and that this was a necessary condition of the survival of the Liberal party as a party of government. By 1910, according to this view, the party represented workingclass interests rather than those of any other class. But what about business Liberalism? We are likely to discover an upper limit of it…

A great Liberal majority filled the House of Commons and was augmented by the representatives of organized labour; within the Conservative party the votaries of Tariff Reform imposed their new orthodoxy. We now know a good deal about the attitudes and actions of men at the heart of politics, and…
