This paper presents an approach to urban governance and quality of life that combines recent French theory with current English and Australian practice. The historical concepts of "culture" and "governance" developed by Foucault and Bourdieu (among others) are integrated into several case studies of contemporary cultural policies enacted in cities across the U.K. and in Australia.
