Is Job Guarantee a solution to work precarisation? A normative analysis and an empirical approach for the Uruguayan case
This paper examines whether a Job Guarantee (JG) programme can adequately address the issue of work precarisation. A JG, in its canonical form, offers employment to anyone willing and able to work. Between 2016 and 2018, we observe in Uruguay a steep decline of almost 20 percent in the number of total births, leading to the collapse of the adolescent fertility rate after decades of relative stagnation.
