Open Access•Sjoukje Van Deuren, Arjan Blokland et al.•ARTICLE•European Journal on Criminal…•2026

Outlaw motorcycle gangs (OMCGs) are a cause of growing concern, not least because their members are found to be disproportionately engaged in serious and organized crime. As of 2020, upon request of the Public Prosecutor’s Office, the Dutch civil court issued civil bans against the most notorious Dutch OMCGs. The current study estimates the effects of those civil bans on the registered crime rate of the banned OMCGs’ membership. We use generalize…

  • Inside the Dutch Hells Angels: An empirical study into the club’s entry mechanisms

Open Access•Sjoukje Van Deuren, Robert A Roks et al.•ARTICLE•Trends in Organized Crime•2026

Outlaw biker clubs have drawn considerable attention of law enforcement agencies across European countries. Despite law enforcement efforts, the popularity of the outlaw biker subculture has been on the rise recently. There is, however, still little understanding of how individuals become engaged in the outlaw biker subculture. Using unique data from interviews with current members of the Dutch Hells Angels (N = 24), this article addresses the en…

Open Access•Sjoukje Van Deuren, Edward R Kleemans et al.•ARTICLE•European Journal of Criminology•2025

There have been ongoing debates about whether outlaw motorcycle groups (OMCGs) are similar to mafia organizations. The current study examines to what extent and how Dutch OMCGs, specifically the Hells Angels, Satudarah, and No Surrender, resemble mafias. The study is based upon a review of the relevant academic and gray literature, criminal investigations against members of the above-mentioned OMCGs ( N = 52), and court judgments in criminal ( N …

  • The Dutch judicial approach to various types of co-offending among members of Outlaw Motorcycle Gangs

    Open Access•Sjoukje Van Deuren, M F H Hirsch Ballin et al.•ARTICLE•Trends in Organized Crime•2025

The Dutch criminal law system is based on individual liability, yet part of the crime and violence Outlaw Motorcycle Gang (OMCG) members commit is collective in nature. This study examines the criminal law approach towards collective criminal behavior of OMCG members. The study analyzes police files and court judgements of criminal law cases that were filed against members of Dutch OMCGs. Additionally, interviews were carried out with public pros…

  • Outlaw Bikers as Organized Crime

Arjan Blokland, Klaus Von Lampe et al.•BOOK•Outlaw Bikers as Organized Crime•2024

The title of this volume Outlaw Bikers as Organized Crime reluctantly combines two highly contested concepts into a statement that is perhaps disputed even more. Who and what do we refer to when we talk about 'outlaw bikers' and 'outlaw biker clubs'? What is meant by 'organized crime'? And, how - if at all - are these two concepts related? All the chapters in this volume deal with these questions some way or the other, either explicitly or implic…

Sexual minority groups experience elevated risk across a range of adverse outcomes. Previous studies from the USA showed that these risks include contact with the criminal justice system for sexual minority females but not for males. This study examined whether this relationship between sexual minority status and criminal behavior was also found in a more secular country like the Netherlands with more progressive attitudes toward sexual minoritie…

Open Access•Sjoukje Van Deuren, Edward Kleemans et al.•ARTICLE•European Journal of Criminology•2022

In recent years, many European countries have taken far-reaching measures to combat the criminal activities of outlaw motorcycle gangs (OMCGs). Meanwhile, empirical research into the ways OMCGs are involved in and influence the crimes of their members is largely lacking. This study presents the main findings of research based on police files of cases that were filed against members of Dutch OMCGs. We apply a criminological scenario approach to an…
