Drought-sensitive targeting and child growth faltering in Southern Africa
Flood and Tsunami Damage Indices Based on Remotely Sensed Data
By using freely available remote sensing data, typically used for natural hazard modeling, and combining these with nightlight data as a proxy for economic activity, this paper constructs novel damage indices at the district level for Indonesia, showing how one can quickly find a relative economic impact up to a global scale for different disaster events, such as floods and the 2004 Christmas tsunami. Ex ante, prior to the incidence of a disaster…
Estimating poverty rates in subnational populations of interest
The Chronology of a Disaster
When shocks strike they have an immediate and direct impact on life, income, and assets. Two strands of literature can be usefully brought together to generate some initial indicative estimates of the timing of a shock’s impacts, and thus the likely benefit of acting early to mitigate these impacts: i) Post-disaster and vulnerability assessments that explain how the impact of different disasters unfolds, that estimate losses from assets and income…

Monsoon Babies
Do household consumption-smoothing strategies in poor countries entail significant long-run costs in terms of reduced human capital? We exploit the timing of monsoon rainfall shocks and the seasonal nature of agriculture to isolate income effects on early childhood anthropometric outcomes in rural Nepal and to provide evidence on the persistence of these effects into later childhood. We find that a 10% increase in rainfall from historic norms dur…
Estimating Poverty Rates in Target Populations
The performance of the Simple Poverty Scorecard is compared against the performance of established regression-based estimators. All estimates are benchmarked against observed poverty status based on household expenditure (or income) data from household socioeconomic surveys that span nearly a decade and are representative of subnational populations. When the models all adopt the same "one-size-fits-all" training approach, there is no meaningful d…
Expanding Microfinance in Brazil
We take advantage of the natural experiment generated by the exogenous change in government policy towards microcredit to evaluate the impact of the increased supply of microcredit on the utilisation of credit by micro-entrepreneurs. Based on micro-entrepreneurs' survey and administrative data from a microcredit programme in Brazil, we show that: the increased supply of microcredit raised formal credit utilisation and this does not crowd out the …
Geographic disparities in well being and fiscal expenditures in Thailand
This article investigates (1) the extent to which the differences in the standard of living between regions in Thailand are due to differences in the returns to characteristics or differences in the characteristics themselves; and (2) whether the current allocation of fiscal expenditures by the central authorities is related to the main determinants of spatial disparities in welfare among the provinces. The analysis reveals that the lower level o…
The impacts of climate variability on household welfare in rural Mexico
Too little too late
The authors use regression analysis to \n assess the potential welfare impact of rainfall shocks in \n rural Indonesia. In particular, they consider two shocks: \n (i) a delay in the onset of monsoon and (ii) a significant \n shortfall in the amount of rain in the 90 day post-onset \n period. Focusing on households with family farm businesses, \n the analysis finds that a delay in the monsoon onset does \n not have a significant impact on the wel…
The poverty impacts of climate change
Climate change is believed to represent a serious challenge to poverty reduction efforts around the globe. This paper conducts an up-to-date review of three main strands of the literature analyzing the poverty impacts of climate change : (i) economy-wide growth models incorporating climate change impacts to work out consistent scenarios for how climate change might affect the path of poverty over the next decades; (ii) studies focusing on the pov…
The Poverty Impacts of Climate Change
Over the last century, the world has seen a sustained decline in the proportion of people living in poverty. However, there is an increasing concern that climate change could slow or possibly even reverse poverty reduction progress. Given the complexities involved in analyzing climate change impacts on poverty, different approaches can be helpful; this note surveys the results of recent research on climate change impacts on poverty
Climate variability and child height in rural Mexico
Social Networks among Indigenous Peoples in Mexico
We examine the extent to which social networks among indigenous peoples in Mexico have a significant effect on a variety of human capital investment and economic activities, such as school attendance and work among teenage boys and girls, and migration, welfare participation, employment status, occupation, and sector of employment among adult males and females. Using data from the 10 percent population sample of the 2000 Population and Housing Ce…

Latin America - Determinants of Regional Welfare Disparities within Latin American Countries
This study analyzes the complicated and dynamic nature of welfare differences across space. The objectives are two-fold. First, the study seeks to provide a methodological framework useful for investigating the determinants of the observed differences in the standards of living between two regions at a given point in time. Second, it aims to provide empirical evidence on regional welfare differences to inform the policy debate surrounding regiona…
Conditional Cash Transfers, Adult Work Incentives, and Poverty
Conditional cash transfer (CCT) programmes aim to alleviate poverty through monetary and in-kind benefits, as well as reduce future incidence of poverty by encouraging investments in education, health and nutrition. The success of CCT programmes at reducing poverty depends on whether, and the extent to which, cash transfers affect adult work incentives. In this paper we examine whether the PROGRESA programme of Mexico affects adult participation …
Are the Welfare Losses from Imperfect Targeting Important
We quantify and compare the size of the welfare losses arising from the use of alternative ‘imperfect’ welfare indicators as substitutes for the conventionally preferred consumption indicator. We find that the size of the welfare losses associated with different indicators varies considerably. An asset‐based index and the share of food as targeting indicators were found to have the highest welfare losses relative to all other targeting indicators…
Mitigating Myths about Policy Effectiveness
What is known about the effectiveness of many policies is dominated by prior beliefs or myths rather than by careful analyses. This article discusses an important exception to this generalization in which, in sharp contrast to most previous and much concurrent and subsequent practice, serious efforts at evaluation were implemented from the start: the Mexican PROGRESA/Oportunidades antipoverty and human resource investment program, initiated in 19…

Economic Crises and Natural Disasters
This paper examines the effects of economic crises and natural disasters on household welfare, focusing on how households cope with these adverse shocks. The study uses household survey data from several countries and employs various econometric techniques to analyze the impact of crises on consumption, income, and poverty. The findings suggest that households adopt a range of coping strategies, including reducing consumption, selling assets, and…

The Impact of PROGRESA on Food Consumption
In this article we used data from the Mexican poverty alleviation program called PROGRESA (Programa de Educación, Salud y Alimentación) to examine whether eligibility for a cash transfer provided by the program conditional on children’s regular school attendance and regular visits to health centers is also associated with increased consumption of food. We used a longitudinal sample of approximately 24,000 households from 506 communities. A distin…

Changes in Household Welfare, Poverty and Inequality During the Crisis
This study provides evidence about changes in the distribution of living standards among Indonesian households during the economic crisis. It uses consumption expenditure data from a panel of households that were surveyed in May 1997, just before the onset of the crisis, and then again in August 1998, about a year after the crisis began. A household-specific deflator is used to make nominal consumption expenditures comparable across this period. …
Parental Education and child Nutrition in Indonesia
This study uses 1989 Susenas household data to examine the impact of parental education on pre-school children's nutritional status, as measured by weight-for-age Z-scores. Reduced form regressions are estimated separately for boys and girls in rural and urban areas; explanatory variables include mother's and household head's education; per capita household expenditure; and aspects of the household sanitary environment. The analysis controls for …

Determinants of child health during the economic transition in Romania
Labor market opportunities and intrafamily time allocation in rural households in South Asia
Market wages, family composition and the time allocation of children in agricultural households
This article draws upon a time allocation survey of a four‐year panel of households from six villages in semi‐arid tropic rural India. The inter‐relationships among adult male. female and child market wage rates, and time allocated to domestic activities, leisure and schooling by boys and girls are analysed. The results based on the pooled time‐series and cross‐section individual observations suggest that adult and child wage rates play an import…

Risk, Financial Markets, and Human Capital in a Developing Country
This paper explores the link between financial market incompleteness and human capital accumulation. We examine how child school attendance responds to seasonal fluctuations in the income of agrarian households using panel data from rural India. To pinpoint market imperfections, we study responses to aggregate and idiosyncratic, as well as to anticipated and unanticipated, income shocks. Our main finding is that seasonal fluctuations in school at…
The Long-Run Demand for Skilled and Unskilled Labor in Colombian Manufacturing Plants
This note estimates the long-run demand for skilled and unskilled labor using panel data for Colombian manufacturing plants. Unobserved heterogeneity and measurement error problems that commonly arise in microdata production estimates are examined. Output measurement errors cause OLS estimators to underestimate the output and wage response of employment demand. Time-difference estimators exaggerate the measurement error biases. Instrumental-varia…
